Since the reform and opening up,industrial parks have always played an important role in the regional economic development.Promoting the development of the Central Plains City Cluster is of strategic importance to accelerate the rise of the central region and the coordinated development of the East and West.While the national high-tech zones in the Central Plains City Cluster have made great achievements,they also face various problems in terms of input and output.Therefore,the study of industrial parks in the Central Plains city cluster provides a basis for the construction of industrial parks in the transformation and upgrading,and is of practical significance to better promote the economic development of the Central Plains city cluster.This paper firstly compares the progress of research on technological innovation efficiency and finds that there are blind spots in the research on industrial parks in Central Plains city cluster,then this paper analyzes and organizes the development status of national high-tech zones in Central Plains city cluster,and concludes that although the national high-tech zones are developing rapidly,there are still some problems,such as limited technological innovation level and certain gap with national high-tech zones in the eastern region,so this paper is based on certain Therefore,this paper measures the technological innovation efficiency of high-tech zones based on the selection of certain input-output indicators to find the factors affecting technological innovation efficiency.The study of technological innovation efficiency of industrial park is based on the theory of economy of scale,technological innovation efficiency and industrial agglomeration,and uses the three-stage DEA model to analyze the efficiency of 30high-tech zones calculated from 2015 to 2020,focusing on 9 national high-tech zones in the Central Plains urban cluster,and the main conclusions include:(1)This paper uses the second stage SFA analysis in the three-stage DEA model,excluding the environmental variables(1)Using the second stage of SFA analysis in the three-stage DEA model,excluding the interference of environmental variables and random factors,it is found that the comprehensive efficiency,pure technical efficiency and scale efficiency of each national high-tech zone are different from the results of the first stage,indicating that environmental variables and random interference have an impact on the technological innovation efficiency of each national high-tech zone.And the mean value of comprehensive efficiency of national high-tech zones in Central Plains urban cluster decreases after excluding environmental variables.It can be seen that excluding environmental variables and random error disturbance terms will overestimate the technological innovation efficiency of China’s national high-tech zones.Therefore,using the three-stage DEA model method will make the relevant measurement more accurate and objective.(2)The overall technological innovation efficiency of the national high-tech zones in the Central Plains City Cluster is medium,and there are obvious differences in the technological innovation efficiency values among the high-tech zones.2020 adjusted mean value of the comprehensive efficiency of the national high-tech zones in the Central Plains City Cluster is 0.76,except for Zhengzhou high-tech zone,Anyang high-tech zone and Bengbu high-tech zone,which have a comprehensive efficiency value of 1,and the rest of the high-tech zones do not achieve DEA validity.Among them,high-tech zones in provincial capital cities have the highest comprehensive efficiency compared with those in other regions,which shows that location advantage and so on may also have an impact on technological innovation efficiency.(3)From the overall situation of total factor productivity of technological innovation efficiency in the national high-tech zones in the Central Plains urban agglomeration,the total factor productivity of technological innovation in the national high-tech zones in the Central Plains urban agglomeration mainly shows a decreasing trend during 2015-2020,which is mainly due to the decreasing rate of technological progress,and the technological progress of each high-tech zone cannot effectively promote the improvement of total factor productivity,so the national high-tech zones in the Central Plains urban agglomeration need to further improve the innovation level and capacity.(4)In the analysis of the factors influencing the technological innovation efficiency of the national high-tech zones in the Central Plains City Cluster,there is a significant positive relationship between the technological income,the total industrial output value,the percentage of college-educated personnel among the employees at the end of the period and the technological innovation efficiency of the national high-tech zones in the Central Plains City Cluster,while the number of high-tech enterprises,the internal expenditure of R&D funds,the number of industrial enterprises above the scale and the technological innovation efficiency of the national high-tech zones in the Central Plains City Cluster have a significant negative relationship.There is a significant negative relationship between the number of high-tech enterprises,the internal expenditure of R&D funds,the number of industrial enterprises above the scale and the technological innovation efficiency of national high-tech zones in Zhongyuan city cluster.In this paper,we investigated the factors influencing the technological innovation efficiency of high-tech zones with the help of Tobit model,and found that the technology income,industrial output value,and the percentage of college degree or above among the employees at the end of the period have significant positive influence on the technological innovation of national high-tech zones in Zhongyuan city group,while the number of high-tech enterprises,internal expenditure of R&D funds and the number of industrial enterprises above the scale have significant negative influence on the technological innovation efficiency of national high-tech zones in Zhongyuan city group.Finally,according to the results of the previous analysis,the number of high-tech enterprises,the internal expenditure of R&D funds and the number of industrial enterprises above the scale have significant negative effects on the technological innovation efficiency of national high-tech zones in the Central Plains city cluster.Finally,based on the results of the previous analysis,several suggestions are made:(1)cultivating the environment of science and technology innovation,promoting science and technology R&D and transformation(2)regional linkage to enhance the capacity of science and technology incubation(3)optimizing the resource allocation of the national high-tech zones in the Central
