| With the continuous strengthening of economic ties among countries in the world,export trade has become an important means for China to enter the trade markets of various countries.The uncertainty brought about by the changing international situation and the credit risk of foreign buyers have caused many export enterprises to bear serious losses.Small and micro enterprises have weak anti risk ability,and most of them do not have a perfect risk control system.How to transfer risks to ensure the sustainable operation and development of small and micro enterprises is a problem to be solved.Among them,the main way to solve these problems is to insure export credit insurance.At present,many provinces in China have issued special support policies to provide subsidies to enterprises that insure export credit insurance.Based on the actual situation of export credit insurance policy support for small and micro enterprises in Hunan Province,this paper adopts the research methods of questionnaire survey and in-depth interview,and uses market failure theory,public policy implementation theory and Lasswell policy science theory to analyze and research the export credit insurance policy support for small and micro enterprises in Hunan Province.The research found that the policy target orientation of export credit insurance policy support for small and micro enterprises in Hunan Province is not perfect,and the value orientation of the policy is not obvious;The awareness of the executive subject is not strong,and the awareness of the policy object is not high;The policy communication mechanism is not perfect,and there is a lack of supervision and feedback.The reasons for the above problems are different industrial structures and different policy needs in different regions;The risk awareness of the policy object is weak,and the cognition of the policy is insufficient;Insufficient policy publicity,unclear rights and responsibilities of the executive body,etc.Combined with the actual situation in Hunan Province,this paper puts forward optimization suggestions for support policies from the aspects of refining policy support standards,expanding policy benefits,increasing policy publicity,enhancing enterprise policy awareness,strengthening information sharing,and building a supervision and feedback mechanism. |
