| With the sustained development of China’s economy and society,China’s economic development has entered a new normal.In order to achieve high-quality economic development,the government has introduced various policies to guide the healthy development of the industry.Policy uncertainty has become one of the important factors affecting enterprise development.How to adjust enterprise development strategies in a timely manner under the premise of policy uncertainty is a key issue to help enterprises achieve rapid turnaround,Especially for startups,having a certain degree of flexibility in strategic adjustment is the primary issue for them to achieve sustainable development.Under the influence of policy uncertainty,how to achieve the formation of strategic flexibility through leading logic and resource allocation is the primary issue.Therefore,this article combines relevant theories such as strategic flexibility,dominant logic,resource allocation,and strategic transformation to explore how entrepreneurial enterprises achieve strategic transformation through strategic flexibility in the context of policy mutations,with the Wu Liu Dian education for entrepreneurial enterprises as the research object.The study found that(1)the enthusiasm and mutation of policy change intersect and form a policy "dual driving force".At the beginning,it played a role from the cognitive level of senior managers in start-up enterprises,leading to the restructuring of the leading logic of the founder team;(2)In the context of abrupt policy changes,after the restructuring of the dominant logic of entrepreneurial enterprises,they often switch from a single dominant logic form to a coexistence of multiple dominant logics,namely,a state of "moderation",which promotes the formation of strategic flexible thinking in entrepreneurial enterprises;(3)The formation of strategic flexibility refers to the integration of strategic flexibility thinking and capabilities of enterprises,which helps startups quickly transform and seize the advantages of environmental changes to achieve successful transformation. |
