Research On The Implementation Of Agricultural Machinery Purchase Subsidy Policy In Y Count

As one of the four major agricultural subsidy policies,agricultural machinery purchase subsidy has played a great role in promoting the development of agriculture,improving the structure of agricultural machinery and equipment,enhancing the level of agricultural mechanization,and promoting the development of agricultural production to science and technology and modernization,etc.Since 2006,Y County has been implementing the agricultural machinery purchase subsidy policy,and the implementation of the purchase subsidy policy has had a beneficial impact on the transformation of agricultural production methods,increasing farmers’ income,and growing agricultural service organizations in Y County.In the new stage of agricultural development,it is of great theoretical and practical significance to study the implementation of agricultural machinery purchase subsidy policy in Y county and explore the reform of agricultural machinery purchase subsidy.Based on agricultural mechanization,public policy implementation theory and Smith’s policy implementation process model theory,this paper puts forward relevant opinions and views on the effectiveness of the agricultural machinery purchase subsidy policy in Y County since its implementation and the problems of imperfect subsidy policy,low quality of subsidized machines,blindness of machine buyers and siphoning off funds in the subsidy process,etc.through literature research method,questionnaire survey,case study and interview method.The implementation of the agricultural machinery purchase subsidy policy in Y County has,firstly,optimized the structure of agricultural machinery and equipment,and the implementation of the purchase subsidy policy has accelerated the use of new intelligent and green agricultural machinery in Y County.Secondly,it promotes farmers to increase production and income,reduces the cost of purchasing machines,and enables farmers to break away from heavy labor to engage in other work.Thirdly,it promotes the growth of agricultural machinery service organizations,and the service scope of agricultural machinery professional cooperatives expands from the original tillage,planting and harvesting links to repair,plant protection,drying and other aspects of expansion,and promotes the trusteeship of agricultural production.Fourth,it has boosted the agricultural machinery consumption market.Purchase subsidy funds,driven by farmers,agricultural machinery service organizations,agricultural machinery production enterprises on the capital investment,agricultural machinery consumption market has expanded year by year.However,there are many problems in the implementation of subsidy policy,such as unclear subsidy policy,lagging policy,long time for subsidy fund payment,low quality of subsidized machines,and blindness of purchasing households in purchasing machines.Based on the identified implementation problems,this paper,based on the Smith’s policy implementation process model theory,promotes the continuous improvement of the agricultural machinery purchase subsidy policy in Y County to achieve the expected goals in terms of optimization of the policy itself,improvement of the public service capacity of the policy implementation agency,understanding and participation of the policy objects in the policy,and improvement of the policy environment.
