Research On The Development Of Cotton Industry In Hebei Province

As an important agricultural cash crop,cotton directly affects the interests of farmers,national economy,and social stability in China.As the second largest cotton producing area in China,Hebei Province bears the heavy responsibility of dispersing the risks of China’s cotton industry,and is an important component of the regional economy.The State Council has issued a policy to designate a 3 million mu cotton production protection zone in Hebei Province,providing a policy background and foundation to curb the continuous decline in the cotton planting area in Hebei Province.However,in the past two years,the cotton industry in Hebei Province has been facing a situation where the planting scale has been continuously reduced and the production and processing capacity has become weak.The economic benefit space brought to cotton farmers by traditional cotton planting and marketing methods in Hebei Province has been continuously reduced,and the cotton planting cost and yield have fluctuated greatly.The fundamental benefits of farmers cannot be effectively guaranteed,which further restricts the development of the cotton industry in Hebei Province.This article introduces the current situation of the cotton industry in Hebei Province in detail from five aspects: The cotton industry planting situation in Hebei Province is stable,the composition of production costs,the acquisition and initial processing of cotton,scientific and technological achievements,and support policies.It systematically analyzes the weak production foundation of the cotton industry in Hebei Province,the low efficiency of cotton production,the lack of close links between various aspects of the cotton industry chain,and the insufficient accuracy of government support for the cotton industry.Drawing on the typical experience of the development of cotton industry in the United States,Brazil,and domestic Xinjiang,and combining the actual development of the cotton industry in Hebei Province,the corresponding countermeasures are proposed.The main measures are as follows:First,in consolidating the foundation of cotton production,selecting superior varieties to implement quality and efficiency improvement,promoting the construction of high standard farmland,strengthening the construction of talent in the cotton industry,and optimizing the layout of cotton intensive production.Secondly,by stabilizing market prices to ensure industrial returns,deepening the comprehensive utilization of cotton to strengthen the core competitiveness of processing enterprises,innovating and developing a multi-level agricultural insurance system,and steadily improving the level of cotton production efficiency.Thirdly,improve the cotton science and technology promotion system,build a reasonable interest linkage mechanism,and promote the construction of the social enterprise alliance model to strengthen the links between various links in the industrial chain.Fourthly,by building a big data information service platform for the cotton industry and standardizing production to form an intelligent supply chain,digitization can empower the development of the cotton industry.Finally,by improving social services,innovating and developing a multi-level agricultural insurance system,and increasing subsidies,the government can enhance its support for the cotton industry.This not only plays a promoting role in stabilizing the supply of cotton industry in Hebei Province,restoring the vitality of the cotton industry market in Hebei Province,and improving the market competitiveness of cotton in Hebei Province,but also contributes to the implementation of the rural revitalization and development strategy in Hebei Province.
