Research On The Influence Of Public Procurement Sustainability On Technological Innovation Of Manufacturing Enterprises

To achieve high level of scientific and technological self-reliance is an essential requirement for implementing the new development concept,building a new development pattern and promoting high-quality development.As a demand-side policy tool for governments to stimulate enterprises’ technological innovation,government procurement plays an important role in guiding technological upgrading,incubating emerging industries and cultivating market demand by virtue of its stable and huge product demand,and plays an increasingly important role in the financial governance system.A series of strategic planning and financial support adopted by governments to encourage technological innovation of enterprises has always been the focus of social attention.However,due to the lack of authoritative data on enterprises’ participation in government procurement,existing studies are mostly policy text analysis or cross-sectional effect test,mainly focusing on whether government procurement can promote enterprises’ technological innovation.There are relatively few studies on the effect of government procurement sustainability on enterprises’ technological innovation.In order to make up for the deficiency of the long-term mechanism of government procurement and analyze the effects of heterogeneous situational factors,this thesis will focus on the key issue of "whether and how the sustainability of government procurement affects the technological innovation of enterprises" and conduct empirical analysis from a micro perspective.Based on the micro data of listed manufacturing enterprises in China from 2013 to 2018,this thesis adopts propensity score matching method to overcome the endogeneity.This thesis examines the relationship between government procurement and its continuity on enterprise technological innovation,and compares the incentive effect of contingency and continuity of government procurement on enterprise technological innovation.The moderating effect of winning bids’ time,winning bids’ frequency and technology accumulation on their relationship is further discussed.The results show that government procurement can effectively promote technological innovation of manufacturing enterprises.Compared with accidental government procurement,continuous government procurement can significantly strengthen the incentive effect of technological innovation.The correlation variables of winning the bid significantly moderated the relationship between sustainable government procurement and enterprise technological innovation,and the adjustment effects of different variables were different.Among them,the time of winning the bid significantly moderated the relationship between government procurement sustainability and enterprise technological innovation.Compared with the establishment time,the enterprises that won the bid later in the first time had a more significant effect of using government procurement to stimulate technological innovation.The number of winning bids has a positive moderating effect on the relationship between government procurement sustainability and technological innovation of enterprises.The increase of patent application of enterprises with more winning bids is twice of that of enterprises with less winning bids.Technology accumulation significantly moderates the relationship between government procurement sustainability and technological innovation,and enterprises with more technology accumulation have more significant effects in promoting technological innovation through government procurement.Relevant conclusions enrich the micro research results of government procurement sustainability and enterprise technological innovation,expand the long-term mechanism of government procurement affecting enterprise technological innovation,and provide an important basis for government procurement policy design,enterprise bidding strategy selection and innovation ability improvement path.
