| As one of the basic urban public services and key livelihood projects,urban public transport is a social public welfare undertaking to meet the basic travel needs of the people,which is closely related to the production and life of the people.With the rapid development of China’s economy and the accelerating process of urbanization,the problem of urban traffic congestion has become prominent.It is imperative to give priority to the development of urban public transport to control traffic congestion and improve the utilization efficiency of traffic resources.The guiding opinions of the State Council on giving priority to the development of urban public transport(GF [2012] No.64)issued by the State Council on January 5,2013 and the 13 th five year plan development outline of urban public transport issued by the State Council in July 2016 put the development of urban public transport in the primary position of urban transport development,and pointed out the need to further promote the reform of system and mechanism of public transport industry,Establish and improve the system of government purchase of public services,so as to initially build a modern public transport system to meet the needs of social development.In recent years,the priority development strategy of urban public transport has been deepened,and the public transport industry has achieved leapfrog development.However,with the improvement of people’s living standard and the increasing number of private cars,and the operation of rail transit network,the traditional transportation industry has been seriously affected by the emergence of personalized transportation modes such as "Internet plus traffic",and the passenger flow of public transport has been decreasing year by year.At the same time,as a social public welfare undertaking,public transport has implemented low ticket prices for a long time,and the low income and high operating costs of public transport operating enterprises form a serious upside down,resulting in increased losses of enterprises year by year.The particularity of the public transport industry determines that the policy losses formed by public transport operating enterprises due to their social public welfare functions need to be fully subsidized by the government.Therefore,how to formulate reasonable cost operation standards for public transport enterprises and establish an effective financial subsidy mechanism,so as to improve the quality of public transport service and ensure the sustainable development of public transport enterprises has become an important research topic in the current industry.Based on the study of cost regulation,financial subsidy mechanism and related theories and incentive mechanism of public transport industry at home and abroad,focusing on the current cost regulation and financial subsidy scheme of BH bus group,this paper makes an in-depth analysis and research on the current operation cost coverage,approval standard and financial subsidy mechanism of BH bus group,etc.,finding out the problems existing in the current cost regulation and financial subsidy mechanism,from clarifying the composition of cost items,formulating reasonable approval criteria,optimizing the delivery capacity,and establishing incentive mechanism of subsidy mechanism,etc.,in the context of the strategic policy of giving priority to the development of public transport,this paper puts forward the financial subsidy mechanism based on the cost regulation of BH Public Transport Group,and evaluates the social and economic benefits that can be realized by the mechanism,at the same time,the corresponding countermeasures and suggestions are put forward for the future development of BH bus group. |
