Study On Policy Agricultural Insurance Performance Evaluation And Its Influencing Factors In Shanxi Province

Agriculture is the cornerstone of our country’s livelihood.Agricultural insurance can largely disperse agricultural risks,fundamentally protect farmers’ income,and play a non-negligible role in the development of the country.Since 2007,agricultural insurance has been mentioned in the No.1 document of the central government every year,which shows that the state pays great attention to agricultural insurance.Shanxi Province is susceptible to natural disasters and accidents due to geographical environment factors.Since 2013,when Shanxi Province was included among the pilot provinces of agricultural insurance,the agricultural insurance business in Shanxi Province has been flourishing.However,agricultural insurance in Shanxi Province has its own defects,such as low level of agricultural insurance development,single form of financial subsidies,insufficient institutional coordination and supervision,and high moral hazard of agricultural insurance.In this regard,this paper evaluates the performance of policy agricultural insurance in Shanxi Province to analyze whether the implementation of policy agricultural insurance in Shanxi Province is effective.This thesis takes Shanxi Province as the research object and adopts a combination of theoretical and empirical research methods.Theoretically,the concept and theory of policy agricultural insurance are firstly elaborated,based on which the current operation status of policy agricultural insurance in Shanxi Province and the problems in the development process are introduced,laying a deep theoretical foundation for the empirical part in the later paper.In the empirical evidence,the index system is constructed and the SE-SBM-DEA model is applied to evaluate the performance of policy agricultural insurance in Shanxi Province,which shows that there are obvious regional differences in the performance of policy agricultural insurance in Shanxi Province,and the policy agricultural insurance in some regions needs to be improved.In addition,it can be seen that the policy agricultural insurance in all regions of Shanxi Province is in the effective range,that is,the policy agricultural insurance has promoted the development of agricultural insurance in Shanxi Province to some extent.The results show that the factors influencing the performance of agricultural insurance in Shanxi Province are,in order,the amount of agricultural fertilizer construction,agricultural insurance premium income,agricultural insurance financial subsidies,agricultural insurance density,per capita disposable income of farmers,agricultural insurance payout,crop sowing area,and agricultural insurance depth.Based on the above theoretical and empirical analyses,this paper gives corresponding countermeasure suggestions for the development of policy agricultural insurance in Shanxi Province,in order to improve the policy agricultural insurance performance and promote the further development of policy agricultural insurance in Shanxi Province.
