Research On The Carrying Capacity Of Accounting Agency Under The Government Purchase Service

In March 2021,the "Fourteenth Five-Year Plan" and the Outline of Vision and Objectives for,adopted at the fourth plenary session of the th National People’s Congress,proposed to "encourage social forces to participate in the supply of public services through government purchase of services","increase government purchase",and further pointed out that "build a community of social governance".In the field of government accounting,government procurement services are specifically divided into government procurement of agency accounting services for administrative institutions and government procurement of rural agency accounting services.However,the reality is that under the condition that the government purchases these agency bookkeeping services,there are many agency bookkeeping institutions in Shanxi Province,which are backward in development,have insufficient capacity to undertake and have a series of problems.Therefore,this paper selects the vice president unit of Shanxi Provincial Association of Agency Bookkeeping,which has been engaged in government purchasing agency bookkeeping services since the th National Congress of the Communist Party of China,A Agency Bookkeeping Company,as a case of the difficulties encountered in recent years,uses the system of social organizations’ ability to undertake government purchasing services as the core theoretical framework on the basis of combing the relevant background,Deeply study the problem of insufficient capacity to undertake government procurement services reflected behind the plight of Company A under the government procurement services,which are insufficient capacity to undertake responsibilities,provide services,maintain credibility and maintain sustainable development.Then,based on the factors of the social organization’s ability system to undertake the government’s purchase of services,this paper analyzes the reasons for the lack of four major capabilities,which are: it is difficult to realize the income,it is difficult to work independently,and it is lack of standardized corporate processes that cause the lack of responsibility;Poor equipment infrastructure,insufficient human resources,weak professional technology and other reasons have resulted in insufficient service provision capacity;Weak self-supervision,poor public relations ability,and declining brand effect have resulted in insufficient credibility maintenance ability;The backward innovation and creation,insufficient connectivity,lack of synergy and other reasons lead to the lack of sustainable development capacity.After analyzing the reasons,this paper puts forward the following optimization strategies based on the system of social organizations’ ability to undertake government procurement services,which are: to improve the ability to assume responsibility through measures such as negotiating financial unified payment and changing pricing,getting rid of the status of vassal and establishing independent departments,establishing standardized company operation and service processes,and strengthening the construction of infrastructure and professional equipment Strengthen the construction of professional talents and professional technology and other measures to improve the ability of service delivery,improve the ability of reputation maintenance by clarifying the responsibilities of both parties,strengthening supervision and assessment,establishing crisis awareness and improving public relations system,and promoting brand influence steadily,and improve the ability of sustainable development by following the technological trend of innovative service platform,building connectivity from "soft and hard",and actively cooperating with the government and society to drive.Through the analysis of this article,I hope it can provide reference for agency bookkeeping institutions when undertaking government purchase services,so as to improve the undertaking capacity under the standards set by the government to meet the actual needs.
