Research On The Evolution And Practice Of China’s "Expanding The Middle-income Groups " Thought

The 20 th Party Congress stressed the need to "expand the middle-income group." The middle-income group is the main component of the rationalization of the social structure,the key group for adjusting the pattern of national income distribution,and the backbone of solidly promoting common prosperity.All sectors of society have noticed the important status and role of this social intermediate group,and combined with the characteristics of the economic structure and social structure of their era,a series of profound ideas have been formed around the middle-income group.The middle-income group often appears at the same time as similar concepts such as the middle class and the middle class,so at the beginning of the research,the analysis of this concept is the basis of the research.Studies have shown that the term middle-income group is more in line with China’s reality and can effectively help build an "olive-shaped" society.Combined with the research perspective of the history of economic thought,the idea of "expanding China" has undergone a long process of development.First of all,the systematic study of this idea is inseparable from the in-depth excavation of the ideas of the middle strata of Marx and Engels,who based on the current situation of capitalist social development at that time,gained insight into the birth process,development trend and essential characteristics of the new and old middle classes,and laid a solid foundation for the initial understanding of the growth and development of the social middle class.However,due to the limitation of the level of development of productive forces,the ideas of Marx and Engels have certain limitations of the times.With the separation of management rights and ownership and the emergence of the management revolution,the new middle class gradually occupied the dominant position in the social structure,and Western scholars began to study the new middle class from different angles.Subsequently,knowledge,information and data became more and more important factors of production,the economic form gradually became dominated by the service-oriented economy,and scholars began to divide the social structure by technology and knowledge.The middle-income group is full of uncertainty and vulnerability,and how to expand the size of the middle-income group is a core concern of academia and government.On the basis of the Sinicization of Marxism,the Communist Party of China has continuously innovated,developed and perfected existing theories in combination with the proposition of the era of common prosperity,and has made many ideological expositions,policy suggestions and practical measures on how to expand the middle-income group to maintain social stability and sustainable economic development,and has made sufficient ideological preparations for standardizing the order of income distribution and regulating the wealth accumulation mechanism.Achieving common prosperity and expanding middle-income groups are not separate goals.They can be integrated and mutually promoted,and can be promoted simultaneously.However,in the current period,the development of middle-income groups faces many practical problems.The first is the expansion of income gap and the lack of fairness and justice in the distribution process caused by the lack of normative income distribution order.Secondly,the development gap caused by the urban-rural dual economic structure formed in the process of economic development is also an important factor.Third,the consumption pattern of middle-income groups to maintain the quality of life is also an important hidden danger that hinders the expansion of their scale.Finally,from the perspective of the macro environment,the instability of the political,economic and social environment at home and abroad also threatens the economic foundation of middle-income groups.Historical development experience shows that it is unrealistic to expand middle-income groups only by the dividends of economic development,and targeted policies need to be formulated,such as the normative measures to adjust income distribution from the top design,the education policy to improve the level of human capital from the root,the employment policy to improve the income level from improving the economic base,and the policy recommendations to narrow the gap between urban and rural development from the economic structure.At present,it is in a situation of great change not seen in a century.With the impact of the digital revolution,changes in the pattern of international division of labor,and the impact of emergencies such as COVID-19,the future social survival model will eventually change dramatically.As the main members of the future society,the middle-income group is related to the harmonious and stable development of the society.It is very necessary to analyze the trend and predict the development of the middle-income group.Therefore,sorting out and summarizing the evolution process and practical experience of this idea is not only a necessary choice based on the present,but also a long-term plan for the future,which is of great practical need and theoretical significance.
