order to step into the forefront of innovation-oriented country as soon as possible,and the difference in innovation level differences among regions,so as to promote economic development.It is particularly important to investigate the overall driving role of innovation in economic growth,and the reasons of regional driving differences,and to find the key points to promote the effective implementation of innovation-driven economic development strategy,so as to solve the problem of development gap between regions.Total factor productivity is a widely used indicator to measure the ability of broad innovation to drive economic growth.In the context of the new era,green total factor productivity is more suitable than total factor productivity to measure the broad innovation-driven economic growth capacity because it considers the environmental costs in economic growth.Based on the unexpected output SBM model although can’t get green total factor productivity,but can get green technology efficiency,green technology efficiency can be used as a relative index of green total factor productivity,and SBM model can also get green total factor productivity index,so as to realize the regional innovation drive economic growth ability of static and dynamic evaluation.Innovation-driven economic growth is mainly achieved through the production of innovation investment and the transformation of innovation achievements into economic achievements.In order to further understand the provincial innovation drive economic growth ability difference source,the innovation technology efficiency of the measure,driving the two stages considering the two stages of longitudinal contact,using the two stage network DEA method,by measuring innovation technology research and development and achievements transformation efficiency to analyze the provinces in innovation technology research and development achievements and achievements of two stages,reveals the key factors restricting the provincial innovation drive ability to ascend.Broad innovation drive economic growth ability measure based on China’s 30 provinces in 2011-2020 related data,the first use containing unexpected output SBM model measure green technology efficiency relative level of green total factor productivity,production input variables input including labor input and capital input,at the end of employment and fixed capital stock,expected output variable selected GDP index,unexpected output choose chemical oxygen demand,sulfur dioxide emissions and industrial solid waste emissions.Then,based on the measurement results,the Malmqiust index and the total factor productivity of the decomposition measure.The main research conclusions are as follows:(1)there is still a large room for improvement in the innovation-driven capacity of Chinese provincial economic growth,Provinces such as Guangdong,Shanghai and Beijing have a high innovation-driven economic growth capacity,Green technology efficiencies of 0.977,0.975,and 0.869,The lower green technology efficiency in Guangxi and Yunnan are 0.260 and 0.262 respectively;(2)Except for Hubei,Guizhou and Xinjiang,China’s provincial capacity for broad innovation-driven economic growth has been improved,among,The region with the fastest growth in innovation-driven capacity is Tianjin’s total factor productivity index of 1.076,The region with the most serious decline in innovation-driven capacity was Guizhou,whose index was 0.979.The two-stage network DEA is used to measure the innovation-driven research and development efficiency in the input-output perspective.In the first stage,the productive R & D input index and the amount of patent application,patent authorization and the amount of scientific papers;the second stage input is the output in the first stage,and the second stage output selects the technology market turnover and new product sales revenue index of output.The main research conclusions are as follows:(1)the driving role of basic research and development on the economy is more obvious,Is the key driving force for the improvement of technological innovation capacity,And Beijing has the strongest role in driving the economy in innovative technology research and development,Technology research and development efficiency is 0.981;(2)The stage of achievement transformation is a weak link in the process of innovation-driven economic growth,The best performance of this link is the Beijing achievement transformation efficiency of 0.958,The worst case in
