Research On The Influence Of Social Security Expenditure And Its Structure On Resident Consumption

The use of advanced agricultural machinery has dual influence on agricultural development.On the one hand,it will significantly promote the development of agriculture: the use of advanced agricultural machinery can reduce the labor burden of agricultural production and reduce their working time,prompting them to transfer more leisure time to other industries to increase income,so as to improve the efficiency of agricultural production and non-renewable resources use,so as to promote the sustainable development of agriculture.On the other hand,the use of advanced technology for agricultural machinery will cause a sharp rise in manufacturing costs,leading to a rise in the selling price of agricultural machinery,reducing consumers’ desire to buy agricultural machinery,resulting in insufficient effective demand,thus hindering the promotion and application of agricultural machinery and inhibiting the development of agricultural production.Since 2004,considering that the weak quality of agriculture and the high price of agricultural machinery would make agricultural producers withdraw from the agricultural market and cause social instability,the Chinese government has actively intervened in the market and implemented subsidy policies for the purchase of agricultural machinery in order to reduce the economic burden of rural machinery demanders,increase the purchase amount of agricultural machinery and promote the application of agricultural machinery.In order to further study the effect of the agricultural machinery purchase subsidy policy and explore whether it has an effective and positive impact,this paper selects Jiangsu Province,an economic region,for a targeted in-depth study.This is because Jiangsu province,with its vast plain and rich resources,is a large agricultural province and one of the earliest provinces to implement the agricultural machinery purchase subsidy policy.Exploring the agricultural machinery purchase subsidy policy of Jiangsu Province is representative to a certain extent,which is conducive to further optimizing the agricultural machinery purchase subsidy policy of China.After more than ten years of the implementation of agricultural machinery purchase subsidy policy,the agricultural mechanization level in Jiangsu Province has been greatly increased,whether the continued implementation of agricultural machinery purchase subsidy policy can effectively improve the level of agricultural mechanization in Jiangsu Province,and whether there are regional differences in this effect is worth further exploration.Based on this,this paper firstly sorts out related concepts and theoretical basis,and on this basis demonstrates that agricultural machinery purchase subsidy policy can improve the level of agricultural mechanization through substitution effect and income effect.It further analyzed the current situation of agricultural machinery purchase subsidy policy and agricultural mechanization level in Jiangsu Province.It was found that the scale of agricultural machinery purchase subsidy and agricultural mechanization level in Jiangsu Province showed an increasing trend.On this basis,considering the availability and timeliness of agricultural machinery and tools subsidy data,and referring to scholars’ existing studies,this paper takes the influence of agricultural machinery purchase subsidy policy in Jiangsu Province on agricultural mechanization level as the research object,and selects the county panel data of Jiangsu Province from 2013 to 2020 for an empirical study.To explore the effect of current agricultural machinery purchase subsidy on local agricultural mechanization in Jiangsu Province.In the empirical part,based on the county-level data of Jiangsu Province,this paper constructs the individual time-point dual fixed effect model from the microscopic point of view.First,it empirically analyzes the impact of the implementation of agricultural machinery purchase subsidy policy on the level of agricultural mechanization in Jiangsu Province.Second,Jiangsu Province is divided into southern Jiangsu Province,central Jiangsu Province and northern Jiangsu Province,and the impact of the implementation of agricultural machinery purchase subsidy policies on agricultural mechanization level in these three regions is compared and analyzed through empirical research.In addition,typical counties in these three regions are selected for case analysis to explore the impact of agricultural machinery purchase subsidy policies on agricultural mechanization in each region.The empirical results show that:(1)On the whole,the agricultural machinery purchase subsidy policy in Jiangsu Province is conducive to the improvement of agricultural mechanization level.(2)Through the discussion of regional heterogeneity,it is found that agricultural machinery purchase subsidies in central and northern Jiangsu can significantly improve the level of agricultural mechanization;Agricultural machinery purchase subsidy in southern Jiangsu has a positive effect on the level of agricultural mechanization,but it is not significant.Based on the above related research,this paper puts forward the following policy suggestions,in order to further carry out the implementation of agricultural machinery purchase subsidy policy in Jiangsu Province.(1)Further increase the expenditure of subsidies for the purchase of agricultural machinery,strengthen the management of the subsidy system for the purchase of agricultural machinery,train professionals for the purchase of agricultural machinery and improve the legal system for the purchase of agricultural machinery.(2)Improve the agricultural machinery purchase subsidy policies according to local conditions: Southern Jiangsu should tilt the agricultural machinery purchase subsidy funds towards characteristic industries,and tilt the agricultural machinery purchase subsidy towards multi-link and multi-function agricultural machinery;The central and northern areas of Jiangsu should increase subsidies for the purchase of agricultural machinery for characteristic industries while maintaining the increase of subsidies for the purchase of large and medium-sized agricultural machinery.
