| As a government project of K City,the smart water affairs informatization upgrading project has the characteristics of many subjects of informatization construction,extensive systems involved,complex integration technology,great difficulty in development,high data security,and diversified functional modules.It is an important livelihood project to solve the water related problems of K City,improve the water security guarantee ability and management efficiency,increase people’s happiness,and an important way to achieve water governance for the people and water revitalization for the people,It is of more theoretical value and practical significance to study the intelligent water affairs informatization upgrading project.As the core and sum of the working processes to achieve all the goals of intelligent water affairs informatization,project scope management is related to the top-level design and control benchmark of the entire project.Therefore,it is particularly urgent and important to study its impact factors.The project management knowledge system(PMBOK)divides the project scope management scope into six parts: planning scope management,collecting requirements,defining scope,creating work breakdown structure,confirming scope and control scope.In the PMBOK system,these six components are represented by three processes: input,tools and technology,and output.The essence of scope management is a kind of functional management that runs through the whole process of the project.It lays a foundation for subsequent time management,quality management,cost management,etc.,and is the premise of the whole project.In a sense,if the scope management is done well,the whole project will be half successful.This paper takes the smart water affairs information upgrading project of K City as the research object,through the establishment of FAHP and ordered Logit regression ISM-MICMAC hybrid model,it conducts in-depth research on the influencing factors in the project scope management,and focuses on the analysis of the relationship between the influencing factors and scope management.The research results have objective feasibility and necessity for solving the actual problems of the project.Firstly,the paper combed and summarized the research background,research significance and research status at home and abroad through the topic preparation plan of K City Smart Water Affairs Informatization Upgrading Project in combination with literature analysis.On the basis of relevant research theories,it conducted field research on K City Water Affairs Bureau,Z Survey and Design Institute and L Technology Co.,Ltd.through professional practice,and had a deep understanding of the status and characteristics of the smart water affairs informatization upgrading project,Combined with the relevant knowledge of project management,the problems in project scope management are found.Then,the literature research method and Delphi expert survey method were combined with the relevant theories of the Project Management Knowledge System(PMBOK)to preliminarily identify 45 influencing factors of project scope management.After three rounds of evaluation type research,20 influencing factors were finally identified,and corresponding explanations were made in the actual project.On this basis,an evaluation index system for the effectiveness of scope management of Huishui informatization upgrading project was constructed,The three-layer AHP structure model is obtained and the weight value of each influencing factor is calculated through the judgment matrix.Then,the fuzzy comprehensive evaluation method is comprehensively used to evaluate the effectiveness of the project.Then,the FAHP evaluation model is verified to be objective and effective by using ordered Logit regression,and the weight ranking has certain scientific basis.The relationship between the independent variable influencing factors and the dependent variable project scope management effectiveness is systematically analyzed;Then,the ISM interpretation structure model and MICMAC cross influence matrix multiplication method are used to deeply explore the internal relationship,progressive relationship and driving dependency relationship of each influencing factor,define the logical structure of the factors,and give practical suggestions on the scope management of the intelligent water affairs informatization upgrading project.Finally,based on the above analysis results,the practical problems existing in the scope management of K City’s smart water affairs informatization upgrading project were solved by using relevant influencing factors,hoping to provide some guidance and inspiration for the later specific work,and also provide some experience and reference for the implementation of other project management. |
