Established in 2016,SHANGHAI COMMERCIAL PAPER EXCHANGE(SHCPE)mainly provides bill trading,registration and custody,clearing and settlement services for commercial banks and other financial institutions.With the orderly promotion of "RMB internationalization" and the continuous improvement of domestic financial system,SHCPE,a new generation of bill system based on banker’s acceptance,supports differentiated payment and settlement methods such as bills,and is constantly updating and iterating various agency services and settlement and clearing businesses to reconstruct the new normal environment of Chinese bill market.Since the establishment of Shanghai Bill Exchange,various risks faced by commercial banks’ acceptance bills have also changed.Meanwhile,it has caused operational risks and reputation risks to commercial banks,and even suffered profit losses.In view of this,it has become an important topic for commercial banks to study how to have a clear idea of the risk management of their acceptance business under the bill exchange,and how to optimize risk management and improve risk control measures in a targeted way.This paper mainly analyzes the risks of acceptance bills of Y Branch of Bank of China.Under SHCPE,the risk problems existing in the bank bill business of Y Branch of Bank of China mainly include poor ability of market and policy research and judgment,backward risk management technology,low level of credit risk management,weak compliance operation,etc.Based on this,practical solutions are proposed to optimize the overall bill risk management system of first-level branches,strengthen the ability to identify and evaluate business risks,improve the construction of risk prevention and control,and strengthen the management and control of information technology investment risks. |
