Research On The Mechanism And Path Of Government Guiding The Effective Innovation Of Small And Medium-sized Technology-based Enterprises

Technology-based small and medium-sized enterprises are the main body to promote the economic development from high-speed growth to high-quality development,and innovation is the key to the survival and sustainable development of smes.In recent years,small and medium-sized technology-based enterprises are faced with ineffective and inefficient innovation.Effective innovation is the key to break the innovation bottleneck.In order to achieve effective innovation,we must focus on innovation shortcomings and economic and social needs.Policy guidance,resource guidance,fiscal and tax guidance and service guidance are the most important external driving forces and important means to remedy the defects of market failure.Through literature research,the risk of innovation efficiency,innovation effect and innovation benefit in innovation process is identified from the stage of r&d,achievement transformation and marketing.The scientific community has determined the identification criteria of effective innovation as innovation high efficiency,innovation strong effect and innovation high benefit.On this basis,it analyzes the key factors and mechanism of effective innovation of technology-based smes guided by the government.In order to explore the key elements of promoting effective innovation and explore the key path of government-guided behavior,taking Tangshan city in Hebei Province as an example,questionnaire survey was used to obtain relevant data of promoting effective innovation.The structural equation model is used to demonstrate the research data of small and medium-sized technology-oriented enterprises,and the mechanism of action between government guidance and effective innovation latent variables is explained according to the path coefficient and load coefficient of structural equation,and the following results are obtained: The four types of government guidance have positive promoting effect on the effective innovation of enterprises,among which fiscal and tax guidance has the greatest influence with path coefficient of 0.31,followed by resource guidance with path coefficient of 0.24.Among the guiding factors of fiscal and taxation,tax preference > investment and financing > government procurement had the greatest influence,indicating that enterprises prefer the government to increase tax preference to help enterprises solve investment and financing problems in the process of innovation.Among the guiding elements of resources,human resource > technology resource >information resource,human resource has the greatest influence,indicating that in the process of enterprise innovation,it is more necessary for the government to guide from the aspects of human resource and technology resource.Therefore,based on the empirical results of structural equation model,the effective innovation path of sme guided by the government is obtained,which is driven by the government policy guidance to stimulate the initiative of innovation subjects.Based on the guidance of government resources,stimulate the endogenous power of enterprises;With government fiscal and tax guidance as the driving force,stimulate enterprises to innovate intelligently;We will encourage enterprises to innovate with the support of government services.Figure 11;Table 16;Reference 62...
