In 2021,China issued the "Outline for the Construction of an Intellectual Property Power(2021-2035)".Under the national strategy that “protecting intellectual property rights is to protect innovation”,the competition of the Chinese intellectual property(IP)is intensifying.Under the multiple backgrounds of national policy encouragement,industry prosperity and scarcity of professional talents,technical team service model has been gradually valued,the performance management of technical teams has invisibly become an important support for IP service enterprises to enhance their competitiveness.It has been an critical question for those IP service enterprises that how to improve the overall performance of the team by optimizing performance management and further motivate technical talents to create high performance returns for the company.This thesis took S Company as the object and studied how to optimize the performance management of its technical team,and proposed specific improvement strategies,with the aim to improve the performance level and team management ability,form a model team case,and provide reference for other IP service enterprises.This thesis first analyzed the relevant research theories and progress,especially focusing on the target management theory and balanced score card that relevant to the study topic,and sorted out the relevant research on enterprise team performance management.On this basis,it then investigated on the technical team of S Company by questionnaire survey,from the four dimensions of performance management satisfaction,performance indicators,performance appraisal methods and performance management system,combining with demographic variables analysis.After obtaining the survey statistical analysis results,management interviews were arranged to dig out the problems in performance management and then explore the optimization solutions of S company.Based on the above practices,it was found that the key problems in the performance management of the technical team of S Company were as follows:(1)The assessment indicators are not related to the strategy,which is not conducive to the longterm development of team performance;(2)The innovation team has a single assessment method,and the performance appraisal method lacks differentiation;(3)The team performance incentive effect is not strong,and the assessment results are mismatched with employee development;(4)Team performance communication is in the form of form,and performance management lacks whole-process coaching.In view of the above problems,this thesis combined the relevant theories and the characteristics and practices of the technical team of S Company and proposed the following optimization strategies:(1)Clarify the performance management objectives and build a performance management system for strategic development;(2)Introduce modern performance management methods and strengthen the performance implementation process of dynamic management;(3)Optimize team appraisal methods and promote performance appraisal methods for diversified development;(4)Innovative performance incentives,focusing on the culture of talent development.This study was expected to continuously improve technical team model through the above optimization strategies,further adapt to the market change,improve customer experience and organizational operational efficiency,continuously enhance the core competitiveness of the company,and finally provide reference significance for the technical team of the IP industry.
