In recent years,government agencies have paid more and more attention to performance management.Performance management is an effective management method to improve government efficiency,improve government services and promote service-oriented government.For the tax authorities,the comprehensive implementation of performance management can not only mobilize the enthusiasm of the majority of tax cadres,but also promote the orderly development of all work,effectively ensuring the high-quality development of the tax authorities in the new era.It is hoped that the research can establish a perfect performance management environment for Hohhot Local Taxation Bureau,build a perfect performance management process,construct a reasonable performance evaluation,and optimize a reasonable and reliable performance evaluation system,which is of great significance to improve the performance management level of Hohhot Local Taxation Bureau,and has a certain reference role for the performance management of local grass-roots tax authorities.This paper combs the performance management implemented by domestic and foreign scholars on government agencies,elaborates the concepts of performance management,government performance management,and local tax bureaus,and introduces the new public management theory,balanced scorecard,and incentive theory.The paper uses the literature research method to sort out the development overview of performance management in Hohhot Local Taxation Bureau,uses the questionnaire survey method and field interview method to investigate the implementation status of performance management,and points out the main problems,such as the shortcomings in the three aspects of performance management awareness concept,performance management system and process design,and performance management results application.Analyze the causes of these performance management problems in depth,such as insufficient attention to ideology,unfair and reasonable rules and regulations,and insufficient application of performance communication feedback and incentive.Based on the analysis of the above problems,the paper,based on the new public management theory,the balanced scorecard,and the incentive theory,puts forward the corresponding practical countermeasures to improve the existing performance management,such as improving the ideological awareness of all local tax bureau staff through strengthening organizational leadership and strengthening ideological publicity measures;Strengthen the standardization of performance management system and process by building a scientific management system for performance appraisal,scientifically and reasonably setting performance management indicators,setting up professional performance management execution agencies,integrating organizational performance and individual performance management objectives;Through strengthening the interview of the performance appraisal results,optimizing the information disclosure and use of the performance appraisal results,establishing an effective incentive system,and organically integrating organizational and individual performance measures,the management objectives of the application of performance management results are achieved.
