With the development of government reforms in western developed countries,the time span for reform under the banner of new public management is long and intensive,which is incommensurable with administrative reforms in the past in Western countries.The new public management completely changed the relationship between the government and the public under the traditional model.The government is no longer the authoritative bureaucracy that gives orders,but the people-oriented service provider.The government public administration is no longer a “governance administration” but a service.administrative".The goal of improving the efficiency of resource allocation in the public sector,reducing the size of government departments,improving service quality,and reducing government expenditures has been achieved.In recent years,in order to improve government performance and create a good government reputation and image,our government and departments have also begun to expand ideas,improve performance management techniques,and actively explore performance assessment and performance management.However,due to the fact that the performance management of the Chinese government is still in a transition period,the theory and practice are not yet mature,and there are certain defects and shortcomings that affect the effectiveness of performance management.The performance management of local governments in China hopes to adopt the same methods as developed countries in terms of technical means.At the same time,it also constantly updates corresponding management concepts to adapt them to the actual situation.The State Administration of Taxation responds to the requirements of the State Council and regards performance management as the “baton” of system-wide work.It is hoped that performance management will improve the efficiency and quality of departments,create a good image of the taxation department,and serve the taxpayers.The Jiayuguan Local Taxation Bureau implemented the performance management requirements of the State Administration of Taxation and the Local Taxation Bureau of Gansu Province and formulated a set of performance management methods that are in line with the guiding ideology of the superior and suitable for the unit.This paper uses the performance management of the Jiayuguan Local Taxation Bureau as an example to conduct a combing study.The purpose is to discuss the existing problems,such as the lack of an authoritative performance appraisal management system as an outline,the management process failing to achieve the expected results,and the personnel involved in the performance appraisal.Insufficient confidence,flaws in the design of performance indicators,etc.In order to solve the problems in performance appraisal management,this paper draws lessons from existing theoretical achievements at home and abroad,uses new public theory,balanced scorecard,PDCA circulation theory and actual work situation to improve the current performance management,and improve performance appraisal from the system level.The administrative status of management,the performance appraisal as the only method of government administration and the content of the assessment will be added to the local administrative regulations;from the management level to continuously strengthen the management,improve the work process,make it simple and efficient;optimize the indicators from the technical level Design methods and design processes to solve outstanding problems.This article put forward some valuable opinions,hoping to provide some reference for future work.
