A Study On The Experience Of Poverty Alleviation Cooperation Between Fuping County And Xicheng District Of Beijing For The Reference Of Fuping County’s Foreign Cooperation

In December 2016,Fuping County of Hebei province and Xicheng District of Beijing signed the Agreement on Jointly Building a Moderately prosperous Society,establishing a partnership of poverty alleviation cooperation.Since then,the two government’s adherence to the poverty alleviation collaboration as a high quality win out of poverty to be completed and together build a well-off society in an important measures,to implement the accurate,precise anti-poverty strategy for poverty alleviation,emphasis on "advancing support projects fall to the ground,the industrial cooperation development,labor service cooperation and talent exchange" deepening poverty alleviation work cooperatively.As an important starting point of poverty alleviation in Fuping County,the poverty alleviation cooperation between fuping county and Fuping County has provided strong support for the realization of high-quality poverty alleviation.Under the new situation that the consolidation and expansion of poverty alleviation achievements are connected with rural revitalization,it is of great significance to summarize the experience of poverty alleviation cooperation between the two places,analyze the problems faced and provide countermeasures aimed at improving theextraterritorial cooperation between Fuping County and other regions in the new era,to better carry out horizontal cooperation,consolidate and expand poverty alleviation achievements and promote rural revitalization of Fuping County.This paper is based on the poverty alleviation cooperation work carried out in Fuping County of Hebei Province and Xicheng District of Beijing.On the basis of collecting and analyzing relevant literature and materials,combined with the actual work of myself,I took the way of questionnaire survey to master first-hand information,through sorting and analysis,and completed the task of writing the paper.Firstly,the paper expounds the development of poverty alleviation cooperation between the two places.This paper analyzes the original poverty characteristics of Fuping County and the advantages of Xicheng District,introduces the specific development of poverty alleviation cooperation between the two places in the aspects of industrial poverty alleviation,capital assistance,talent training,pair assistance,etc.,and summarizes the typical cases of work effectiveness.This paper summarizes three typical cases of promoting the development of lentinus edodes industry in county,helping and strengthening collective economy of villages by pairing enterprises and villages,and introduction of enterprises’ practice of driving poverty alleviation.Secondly,it analyzes the problems in the cooperation of poverty alleviation between the two places,focusing on the lack of endogenous motivation for long-term cooperation,the lack of work ideas of poverty alleviation cooperation,the lack of scope and depth of poverty alleviation cooperation,and the lack of effective supervision and assessment mechanism.Finally,based on the analysis of the achievements and problems of poverty alleviation cooperation between Fuping County,Hebei Province and Xicheng District,Beijing,combined with the new situation and new tasks faced by Fuping County in consolidating and expanding poverty alleviation achievements and promoting rural revitalization,this paper puts forward the countermeasures that Fuping County should take to continue to carry out extraterritorial cooperation under the new situation,namely,cultivating endogenous motivation of poverty alleviation cooperation,finding the right entry point and operation mode,forming a benign interaction,attaching importance to the role of social organizations,and encouraging enterprises and individuals to participate.Strengthen the social forces involved in cooperation,extensively carry out cooperation in skills training and vocational education,and improve the supervision and assessment mechanism of effectiveness,and put forward some countermeasures and suggestions for consolidating cooperation outside the territory.
