Research On Innovation Of Project Management Mode Of Old Residential District Reconstruction

Under the current background of new urbanization,China has shifted its policy focus from pursuing economic growth to residents’ welfare,tapped stock resources,enhanced urban functions,implemented the concept of sustainability,and achieved high-quality development.The reconstruction of old residential areas in cities and towns is the key content to improve residents’ quality of life and urban development quality,and also an important driving force to promote the construction of urban governance system in the important strategic process of urbanization in China.Under the guidance of the new urbanization strategy,the state began to promulgate corresponding policies to actively promote the reconstruction of old urban residential areas,and various provinces and cities also issued the project management measures of old urban residential areas according to the status of the reconstruction projects of old residential areas.In the postgraduate stage,I participated in the Jilin Provincial government consultation project,and investigated and understood the status quo and existing problems of the renovation of old residential areas in Jilin Province,during the renovation process,the state also formulated four batches of《 Replicable Policy Mechanism List for the Renovation of Old Urban Residential areas 》according to the renovation situation of different regions,based on this,this paper studies the characteristics,project management mode and application principle of old residential reconstruction project from the perspective of project management,to select the optimal project management mode for the project.This paper takes the reconstruction project of old residential areas in cities and towns as the main research object.Compared with the general government-invested projects,the characteristics of the reconstruction project of old residential areas,the application principle of project management mode and the optimization of mode selection are deeply analyzed.First of all,through reading a lot of literature and field investigation,this paper summarizes the research status of the renovation of old residential areas at home and abroad,and sorts out the institutional evolution and orientation of the renovation of old residential areas.Secondly,it summarizes the common project management mode of old residential area reconstruction project,analyzes the characteristics and advantages and disadvantages of each project management mode.After the field investigation of the reconstruction project of the old residential areas in Jilin Province,it is found that there are some problems such as not implementing the legal person responsibility system of the project and not professional project management in some areas.For example,in DBB mode,it is clear that the district and county governments designate platform companies with construction and management capabilities as project legal persons,so as to avoid direct government functional departments acting as project legal persons;EPC mode to realize the responsibility system of architect,design units,construction units to form a consortium,design unit,led a consortium is most suitable for old village transformation,at the same time to improve project decision quality and management level,should explore in large scale renovation project adopts the whole process of engineering consulting,in addition,in the process of implementation of the old village transformation,Construction industry informatization should be considered.Finally,after analyzing the factors affecting the selection and optimization of the old residential reconstruction project management mode,a case study is carried out,and the project management mode model is constructed by using the ahp grey correlation method,so as to select the optimal project management mode for the project.Through the research on the project management mode of the old residential area reconstruction,it can help the reconstruction project find the appropriate project management mode,and implement the promotion of urban organic renewal faster.
