Research On Early-Warning Mechanism Of Tourm Destination

In 2013, the new "tourism law" was promulgated, in which the "tourism security" chapter specified tourism safety systemically, aiming to create a safe tourism destination. The law provides that "the state shall establish a tourism destination security risk warning system" and the government shall bring tourist safety into emergency monitoring and evaluation category. Therefore, the establishment of tourism destination risk warning system and early-warning mechanisms becomes statutory responsibilities of tourism scenic area administrative department and local government. Compared to other sectors or industries, the early-warning mechanisms of tourism in our country is still in its infancy, tourism destination crisis management is in a state of "plan heavy and light warning". The lag of tourism destination warning mechanism makes the tourism destination management departments being in a passive state when facing unexpected emergencies. When dealing with tourism emergencies, the departments expose a series of issues like slow reaction, confusing command, information asymmetry, improper disposal and so on. On the other hand, the risk of tourism destination is increasing complicated. China is entering the risk society, tourists’pursuits are more personalized and diverse, influencing factors of tourism industry are increasingly complex and diverse, which bring more challenges to the daily management and emergency management of tourism destination. Therefore, building scientific and effective early-warning mechanism in tourism destinations, to accurately grasp the precursor,nip the risk in the bud and minimize the damage and impact on tourism destination, ensuring the safety of tourists, and promoting the sustainable development of tourism destinations, has important theoretical and practical value.The paper at the base of tourism environmental carrying capacity theory, sustainable development theory and system theory, researches on early-warning mechanism of tourism destinations deeply and systematically, synthetically using system analysis, empirical analysis and model analysis. Theoretically, the paper through the analytic hierarchy process (AHP) builds tourism destination early-warning index system and analyzes the content of tourism destination early-warming. In practice, this paper selects Hangzhou West Lake Scenic Area as a case, analyzes its security early-warning and management situation, and elaborates West Lake Scenic Area early-warning mechanism from the aspects of cultural landscape heritage, tourism security, traffic, tourism facilities and others. This paper focuses on the establishment of Hangzhou West Lake Scenic Area early-warning system and early-warning mechanisms. Ultimately the research results is more practical, and may provide theoretical reference for tourism destinations early-warning practice.
