| At present,the urbanization level is gradually improving,the demand for land in urban construction is increasing,and land requisition and demolition has become the main form of land circulation,and the scope of the affected people has also continued to increase.Based on the characteristics of convenience and low cost,the petition channel often becomes the first choice for the land-expropriated people to complain and reflect their demands.In actual work practice,township governments are often entrusted by functional departments to be the main body for implementing land acquisition and demolition work,and at the same time,they become the main body to deal with petition issues related to land acquisition and resettlement according to the principle of territoriality.Since house requisition and resettlement compensation involve the vital interests of the masses,the issue of expropriation and resettlement is often closely related to national social security,economic development,and social harmony and stability.Therefore,it is necessary to improve the level of petition management by township governments.Located in the suburbs of County A,town C is the main battlefield of A new round of urban development and construction,with a total area of 107.2 square kilometers,it has jurisdiction over 25 administrative villages and 7 communities,with a total resident population of about 232,000(including 88,000 registered population and 144,000 migrant population).In the past five years,277 key projects at and above the county level have been implemented.Based on the author’s work experience,this paper analyzes the current situation,governance methods and governance dilemmas of the petition problems of expropriation and relocation in C town by sorting out the petition data and work cases of C town in the past five years.It is considered that Town C,as a township-level government,has three dilemmas in the process of governing letters and visits related to land requisition and relocation,namely,the mismatch between governance ability and responsibility,the difficulty in achieving the expected results by governance means,and the deviation of work execution from governance objectives.From the analysis,it can be concluded that there are four main reasons for the problems: "the working procedure is not standardized,the working mechanism is not perfect,the concept of government governance needs to be changed,and the participation of diversified governance subjects is not in place".In order to improve the governance level of letters and visits in town C,the author tries to put forward optimization countermeasures from four aspects: standardizing the working procedures,perfecting the working mechanism,changing the governance concept,and introducing multiple subjects.The article is based on the work experience of the township government,through the petition data and cases,so that the theory and practice can be compared with each other,making the article more pertinent and the research more feasible.It can provide some reference for the township government,especially for the urban-rural integration development areas similar to the positioning of C Town,to improve the governance level of letters and visits of requisition and relocation.Thus,it will have a positive impact on creating a good environment for regional economic development,improving the credibility of the government and promoting high-quality economic and social development. |
