Study On District Government Misconduct In The Process Of Land Expropriation And Housing Removal

Since the reform and opening up, China’s urbanization rate from 17.9% to 53.7%, alongside this process is to upgrade and improve the urban public infrastructure and urban spatial structure. Therefore, this process is often accompanied by conversion of land urbanization, the simple land urbanization is achieved by land expropriation and housing removal. This allows land, houses turned into lack of resources that can bring great benefits. With the land urbanization, more and more land is expropriation, at the same time more and more related to people’s vital interests. Compensation resettlement and follow-up care for livelihood of people issues requires the play of the government function. After the reform of urban management system, the municipal government give more economic management functions and urban planning functions to district government for the decentralization, this makes the district government has become the main participants in land expropriation housing removal, whether to balance the interests of all parties and enhance the credibility of the government, test the transformation of government functions and the work style of administrative personnel.The behavior of district government in the process of land expropriation and housing removal as the main subjects, and try to analyze district government misconduct in the process of land expropriation and housing removal, to find the underlying causes, and measures. Mainly from the demolition of violence, and districts government’s overall city planning and other aspects to describes the district government misconduct; and in accordance with the above problems, from the system of government, the legal system and coordination of multiple interests to analyze the causes of problems; finally, for the above reasons, I will propose many measures : firstly, clearly define the public interest, transform the government functions, and improve the quality of administrative staff, secondly, improve relevant laws and system; thirdly, strengthen the coordination of multiple interests, broaden the way of citizen participation, medias and social organizations play the role of communication bridge.
