Research On The Collection Management Of Social Insurance Premium In Nan’an Tax Department

The collection of social insurance premium is related to social harmony and stability.Improve the collection management level of social insurance premium by tax authorities has important practical significance.This paper takes the social insurance premium collection management of Nan’an Tax Department as the research object,uses the new public service theory and collaborative management theory,and uses the methods of interview and literature analysis to study the social insurance premium collection management of Nan’an City.This paper first defines the basic concepts of social insurance premium collection and social insurance premium collection management based on the tax perspective,from the formulation and implementation of social insurance premium collection business norms,the management of social insurance premium collection process in Nan’an City,the maintenance of the legitimate rights and interests of social insurance premium payers,the dimensions of information communication management between tax departments and external departments to analyze.This paper discusses the problems,considers that the collection process of social insurance premiums in Nan’an City is complex,the information interaction function is insufficient,the quality of social insurance premium staff is not high,and there are management loopholes for unit payers,and analyzes the causes of the problems.Based on the good experience and practice of social insurance premium collection in Jinjiang City,Fujian Province and Panjin City,Liaoning Province,this paper make some suggestions: optimizing the process of social insurance premium collection,especially formulating standardized operation process;Strengthen inter departmental cooperation,establish a special meeting system for social insurance premiums,and strengthen personnel and business cooperation;Strengthen the information system construction of social insurance premium collection;Improve the professional quality of social insurance premium collection staff by improving the performance appraisal mechanism and strengthening the strength and level of training;Carry out diversified policy publicity and enhance the awareness of insurance participationt;We will improve the restraint mechanism of social insurance premium collection by regularly issuing the announcement of social insurance premium arrears and bringing the arrears into credit construction.
