| At the end of 2020,under the correct leadership of the Communist Party of China,China’s fight against poverty has achieved a comprehensive victory.All 832national-level poverty-stricken counties have " taken off their hats " and achieved the goal of poverty alleviation for all rural poor people under the current standards.However,the poverty alleviation work has not ended.On the one hand,there are still many rural low-income groups on the edge of the poverty line,which are vulnerable to changes in poverty alleviation policies and fall back into poverty;on the other hand,after eliminating absolute poverty,the existing state of poverty will change from single-dimensional absolute poverty of economy to multi-dimensional relative poverty of income,education,medical treatment and so on,and the focus of poverty alleviation will also change from eliminating absolute poverty to alleviating relative poverty.In the " post-poverty era ",in order to effectively alleviate relative poverty and consolidate the achievements of poverty alleviation,the traditional poverty alleviation method relying on finance is obviously unsustainable,and it is urgent to innovate the poverty reduction model and establish a reasonable long-term mechanism.In recent years,with the vigorous development of the financial industry,inclusive finance,as a new driving force,is gradually replacing the traditional poverty alleviation method based on financial relief and becoming the main way to alleviate poverty in rural areas.As the only underdeveloped area in Hangzhou,Zhejiang Province,Chun’an County has been lagging behind other districts and counties in Hangzhou,and its relative poverty problem is more prominent.Therefore,based on the perspective of poverty reduction,targeted research Chun’an County rural inclusive financial development difficulties and countermeasures for Chun’an County out of the development dilemma,to alleviate relative poverty,to achieve common prosperity is of great significance.On the basis of expounding the related concepts,applicable theories and poverty reduction mechanism of inclusive finance,this paper uses the methods of literature,case analysis and interview to deeply analyze the current situation of rural inclusive finance development,the current situation of multi-dimensional poverty reduction and the main difficulties in development in Chun’an County.It is found that the environment of inclusive finance in rural areas of Chun’an County is constantly improving,the development of inclusive finance has made some achievements,and the poverty problem has been alleviated to a great extent,but there are still some problems such as prominent relative poverty and large income distribution gap.In the development,there are still many practical difficulties,such as insufficient supply of rural financial services,lack of innovation in inclusive financial products and services,high threshold of customer access,structural exclusion of financial services,slow process of digital inclusive finance,lack of financial awareness of rural residents,insufficient construction of inclusive financial infrastructure,imperfect inclusive financial security system and imperfect credit system in rural areas.In this regard,in order to ensure the continuous and effective promotion of relative poverty alleviation in Chun’an County and further promote the development of rural inclusive finance,this paper puts forward some countermeasures and suggestions,such as encouraging and cultivating new financial market entities,improving the availability of rural financial services,innovating inclusive financial products and services,strengthening the popularization of financial knowledge,improving the financial literacy of rural residents,improving the ecological environment of inclusive finance,strengthening the policy support of rural inclusive finance,improving the relevant laws and regulations of inclusive finance,strengthening the supervision of financial market,and vigorously developing financial technology. |
