In 2017,the 19th CPC National Congress put forward the rural revitalization strategy,which aims to achieve the overall goals of "thriving industries,livable ecology,civilized village style,effective governance and a prosperous life." In 2021,after the victory of the national poverty alleviation campaign,the focus of the national work on agriculture,rural areas and farmers will be shifted to comprehensively promoting rural revitalization,and the policy system and working mechanism for poverty alleviation will be connected with rural revitalization.The report to the Party’s 20th National Congress called for"solid efforts to revitalize rural industries,talents,culture,ecology and organizations,"and "consolidate and expand the achievements of poverty alleviation,and enhance the endogenous impetus for development of areas and people lifted out of poverty." The comprehensive promotion of rural revitalization is a long-term and strategic public policy.State-owned enterprises are an important force for policy implementation and the realization of policy objectives.It is also the actual need of effectively promoting the comprehensive promotion of rural revitalization at the current stage.Based on the "Horn-Mitter" system model in the theory of public policy implementation,this paper analyzes the case of S Company’s participation in rural policy implementation by focusing on key factors such as policy objectives and standards,policy resources,system environment of policy implementation,policy implementation agencies and ways,and the value orientation of executives.It is found that there are some difficulties in the policy practice of state-owned enterprises helping rural revitalization,such as insufficient policy resources,complex implementation environment,weak policy implementation institutions,unstable policy implementation results,and imperfect policy implementation feedback mechanism.The main reasons for these difficulties lie in the fact that the system and mechanism affect the motivation of continuous project investment,the strength of state-owned enterprises affects the long-term sustainable operation of projects,and the cultural environment affects the foundation of project development.It also puts forward some suggestions,such as enriching policy resources,improving policy environment,enhancing the capacity of policy implementation institutions,selecting appropriate implementation methods,strengthening the supervision of policy implementation effect and improving the feedback mechanism of policy implementation.the paper draws three conclusions:the necessity of state-owned enterprises’ participation in the implementation of rural vitalization policy,the specific ways of state-owned enterprises’ participation in the implementation of rural vitalization policy should be suitable to local areas,and the further improvement of the effectiveness of state-owned enterprises’ participation in rural vitalization policy needs to return to the relevant policy itself.
