The report points out that we should "improve the governance system of urban and rural communities,and promptly resolve conflicts and disputes at the grassroots level and in the bud".The residential community is the basic unit for residents to live in,and property management in residential communities is one of the important components of urban and rural community governance.High-quality community property management can not only achieve a more comfortable and harmonious living environment,but also promote the participation of all parties involved in property management to build a common governance,laying a solid foundation for the in-depth integration of residential community property management and urban and rural community governance system.In recent years,property management conflicts in residential communities have been frequent,especially in mixed communities where commercial houses and relocated houses are mixed,so property management in mixed communities is a subject that needs to be studied urgently and has important practical significance.This article takes the mixed community of Jimeiyuan in Changshu City as the research object,and uses multiple governance theory,stakeholder theory and social capital theory to try to put forward countermeasure suggestions for improving property management governance in the mixed community of Jimeiyuan in Changshu City,with a view to improving the quality of property management in residential areas in Changshu City and helping to enhance the human living environment.The article first examines the current situation of property management in the mixed community of Jimeiyuan,and then analyses the characteristic problems in property management in the mixed community of Jimeiyuan,mainly the heterogeneity of owners’ demands for property management,the difficulty in collecting property fees,the many complaints about property management conflicts,the difficulty in establishing owners’ committees,and the lack of government supervision and management;and reveals four aspects that lead to the problems in property management in the mixed community of Jimeiyuan in Changshu The reasons:the diversity of the composition of property owners,the high pricing of property fees,the lack of social capital between property owners and property enterprises,and the government’s lack of awareness of the importance of property management.Then,the experience and practices of property management in mixed communities in Suzhou Industrial Park Shengpu Street,Suqian City Hubin New District Xianghe Community and Wuhan Jiangan District were studied.Finally,the following countermeasures were proposed to improve the quality of property management in the mixed community of Jimeiyuan in Changshu:government authorities to increase supervision;grassroots governments to improve the property management system;mixed communities to set up autonomous management organisations;property enterprises to promote standardisation of their services;and property management associations to play a self-regulatory function in the industry.
