Research On Optimization Countermeasures For Tourism Investment Business Environment In Donggang District, Rizhao Cit

With the continuous development of the economy and society,people’s tourism demand continues to increase,especially after three years of the COVID-19,the tourism industry is accelerating its recovery and will develop vigorously.Moreover,because of its small environmental pollution,less waste of resources,large passenger flow,strong ability to drive local economic development,and high quality of local residents’ employment level,tourism is becoming an important measure for local governments to chase and attract high-quality investment projects and achieve "lane change and overtaking".In this context,the tourism investment business environment has become an important factor in attracting more tourism investment and promoting the development of the tourism industry.As an eastern coastal city,Donggang District of Rizhao City,Shandong Province,is rich in coastal tourism resources,but the effect on tourism development is not obvious,especially in the tourism investment business environment,and the effect of "depression drainage" of tourism investment has not yet been formed.Starting from the actual situation of tourism investment and business environment in Donggang District,this study uses the theory of new public services,comparative advantage theory and government intervention theory to investigate and study the business environment of tourism investment in Donggang District.First of all,through the forms of literature review,visits and surveys,we fully grasped the current situation of the tourism investment business environment in Donggang District and understood the basic situation of the 7 tourism investment projects attracted by Donggang District since 2017.Secondly,using research methods such as field interviews and questionnaire surveys,the current problems in the business environment of tourism investment in Donggang District are: insufficient role of the guarantee mechanism and lack of initiative in service projects;low quality of business services,lack of urgency to support projects;poor effect of talent services,lack of talent support for project development;insufficient market supervision and lack of a fair competitive development environment;insufficient financial support,lack of strong and effective financial support.Finally,according to the status quo and existing problems of the tourism investment business environment in Donggang District,the innovation puts forward the idea of building a big data system for the tourism investment and business environment in Donggang District,and through the big data system,the offline affairs are taken to the online office,so as to improve the efficiency and standards of the work,and then optimize the business environment for tourism investment in the Donggang District.At the same time,this study also puts forward five specific countermeasures for the optimization of the tourism investment business environment in Donggang District,namely,innovative mechanisms to ensure development,active services to enhance the image;improve the quality of business services and promote the high-quality development of the tourism industry;optimize the talent service system and improve the quality of talent services;strengthen market supervision and promote orderly competition in the tourism industry;increase financial support to fully leverage the development of Rizhao tourism.
