Research On The Impact Of Targeted Poverty Alleviation Policies On The Health Of Rural Residents

Abstract/Summary:
By implementing the basic strategy of targeted poverty alleviation,China has lifted all the rural population out of poverty by 2020,and the poverty alleviation targets for the new era have been fulfilled as scheduled.This thesis notes that although the rural poor population continues to decrease,"poverty due to illness" and "return to poverty due to illness" are still an important threat to the complete elimination of poverty among low-income people in China,and the"roadblock" to targeted poverty alleviation.As an aspect of targeted poverty alleviation,health poverty alleviation is an important battle in the battle against poverty.Therefore,it is of great theoretical and practical significance to investigate the impact of targeted poverty alleviation policy on the health level of the poor population and its mechanism of action,which is helpful to achieve the multi-dimensional goal of targeted poverty alleviation.First,on the basis of theoretical analysis and hypothesis,this thesis uses the panel data of China Family Panel Studies(CFPS)from 2010 to 2018 to statistically describe the relationship between targeted poverty alleviation policies and the health of rural residents.The results show that the health status of residents in the treatment group is generally worse than that in the control group.After preliminary fitting of residents’ health with the implementation intensity of targeted poverty alleviation policies,it is found that targeted poverty alleviation policies can improve residents’ health conditions.The higher the income,the less medical expenses,the less self-financing medical expenses,and the residents who do not smoke,drink less frequently and actively participate in physical exercise have better health status.This provides a factual basis for the empirical test in the following thesis.Secondly,this thesis uses the difference-in-difference model to empirically investigate the impact of targeted poverty alleviation policies on rural residents’ health and its mechanism.The estimated results showed that the implementation of targeted poverty alleviation policy could significantly improve the self-reported health status of rural residents.This conclusion remained valid after various robustness tests were used,and the health improvement effect became better and better with the increase of the implementation time of the policy.Further mechanism analysis shows that the implementation of targeted poverty alleviation policy mainly affects the health status of rural residents through three channels:income,medical service utilization and health awareness.That is,the income level of rural residents who enjoy the targeted poverty alleviation policy has improved,their economic situation has improved,and they can afford the medical expenses.The targeted poverty alleviation policy is conducive to improving the utilization of medical services of rural residents,reducing the medical expenditure,and reducing the medical burden of rural residents when they fall ill.The targeted poverty alleviation policies can enhance rural residents’ health awareness,reduce their probability of smoking and drinking,increase their probability of exercising,and improve their health status from the perspective of medical care and prevention.Thirdly,from the perspective of heterogeneity,this thesis discusses whether the targeted poverty alleviation policy really reflects the "precision".Specifically,this thesis investigates the heterogeneity from the implementation intensity of targeted poverty alleviation policies,blood-transfusion poverty subsidies and characteristics of rural residents,and finds that:from the perspective of implementation intensity,targeted poverty alleviation policies can play a greater role in areas with stronger poverty alleviation efforts and more adequate poverty alleviation resources;from the perspective of government subsidies,"blood transfusion"government subsidies have a direct role in promoting residents’ health,and can play a certain effect in the implementation of targeted poverty alleviation;from the perspective of residents’characteristics,the targeted poverty alleviation policy has a more significant effect on the improvement of self-rated health of male residents,residents with spouses,elderly residents and residents without chronic diseases.Finally,this thesis summarizes the main conclusions,and puts forward policy suggestions for the optimization of targeted poverty alleviation policies from the aspects of ensuring policy continuity,improving income level,ensuring the utilization of medical services,enhancing health awareness,optimizing transfer payment,and enhancing policy pertinency.
