Research On Economic And Trade Cooperation Between Russia And South Korea Since The 21st Centur

China has now entered a deep-water area of reform and tackling difficulties,and contradictions are gradually emerging.In the context of reform and innovation,some cadres are afraid to take action and do not take responsibility due to fear of making mistakes,which has caused adverse effects on the entire society and the country.It is inevitable that there will be a "responsibility avoidance mentality" in the cadre team,and it has also become the main factor that cadres dare not do or are unwilling to do,Here,the central government needs to adopt practical and feasible policies to encourage cadres to act boldly and willingly.Therefore,the fault-tolerant mechanism for cadres has emerged.This article applies the perspective of management philosophy to conduct a philosophical analysis of the fault-tolerant mechanism system for cadres.Firstly,we will define the concept of the cadre fault tolerance mechanism system and deeply understand the relationship between cadres and fault tolerance from a philosophical perspective.At the same time,we will also analyze the composition of the cadre fault tolerance mechanism layer by layer.From the premise of the cadre fault-tolerant system to the scope of the cadre fault-tolerant system,then to the principles of the cadre fault-tolerant system,and finally to the standardization of the cadre fault-tolerant system.Secondly,from the perspective of management philosophy,the internal mechanism of the cadre fault-tolerant mechanism system is explored.With the perspective of the cadre fault-tolerant mechanism system as the first starting point,the two basic perspectives of the cadre fault-tolerant mechanism are further explored.The dialectical analysis of the internal mechanism of the cadre fault-tolerant mechanism is conducted,and philosophical explanations are provided from a value perspective.Finally,from the perspectives of the value foundation,value orientation,and value standards of cadres,this paper explores the value of fault-tolerant mechanisms,providing an important theoretical basis for the construction of fault-tolerant mechanisms in China.
