Trilateral cooperation is a new form of cooperation in the field of international development assistance,and the main participants include traditional donors,emerging donors,recipient countries and international organizations.In the context of the transformation and adjustment of the international development assistance system,emerging donors are increasingly willing to participate in international aid affairs,and trilateral cooperation has become an important way for many emerging donors to participate in international development assistance.Trilateral cooperation can not only give full play to the comparative advantages of each party and improve the efficiency of aid,but also promote the exchange and communication of South-South and North-South cooperation,and facilitate the transfer of advanced technology and knowledge to the lagging developing countries.It can be said that trilateral cooperation is increasingly important to help developing countries improve their independent development capacity and achieve the 2030 Agenda for Sustainable Development.As China’s economic strength and development level have increased,China’s willingness and ability to participate in international development assistance as a donor country is growing.The United Nations Development Programme(UNDP),the agency responsible for technical assistance and international development cooperation within the United Nations system,has established good cooperation relations with countries around the world.The cooperation between China and UNDP started in 1979,and China began to participate in international development cooperation with the assistance of UNDP,and various undertakings have been developing rapidly.Since 2010,China and the United Nations Development Programme have been sharing their development experience and technical expertise with third-party partner countries through trilateral cooperation,a new form of international development assistance,with the aim of enhancing the partner countries’capacity for autonomous development and helping them achieve the 2030 Sustainable Development Goals.The trilateral cooperation projects carried out by both sides have yielded fruitful results.This paper analyzes the history and characteristics of cooperation between China and UNDP since 1979,studies the mechanism of tripartite cooperation between the two sides,and explores the advantages and challenges of trilateral cooperation between China and UNDP through the case study of China-Ghana-UNDP Renewable Energy Technology Transfer Project.This paper considers the advantages and challenges of trilateral cooperation between China and UNDP,and proposes a feasible way forward.This paper argues that the advantages of China-UNDP trilateral cooperation lie in the stable partnership between the two sides,the mature liaison and coordination mechanism of UNDP,and China’s own development experience and advanced technology,but there are shortcomings in the scale of cooperation,talent training,and improving the host country’s economic development capacity.To address these shortcomings,this paper proposes that future trilateral cooperation between China and UNDP should rely on the institutional advantages of China’s National International Development Cooperation Agency to expand the scale of trilateral cooperation,improve the existing international cooperation talent training mechanism and strengthen the role of governments in guiding business investment and enhancing business capacity.
