Research On The Integrated Operation Of Budget Management Of W Finance Burea

In 2019,based on the requirements of the 19 th National Congress of the Communist Party of China for financial budget management,the Ministry of Finance decided to promote the integration of budget management,promote the management of financial funds revenue and expenditure by systematic and informational means,and strengthen the implementation of various process management systems.At the same time,the budget management integration platform also integrates management accounting concepts,comprehensively promotes budget performance management,strengthens the collection and use of financial and non-financial information,and provides support for financial revenue and expenditure management decisions.As of January 2022,the functions related to the main process of budget management in H Province have been launched at all levels of finance in the province.This article selects W Finance Bureau,which is a relatively complex city in the capital city of H Province,as the research object to study the problems existing in the process of revenue and expenditure management by W Finance Bureau using the budget management integration platform.It is hoped that the experience of W Finance Bureau will assist the implementation of the integration of financial budget management at the district and county level in other regions.This article first summarizes the operational status of budget management integration in W Finance Bureau from the perspective of process integration.Through interviews and questionnaires,we learned about the subjective feelings of the staff of W Finance Bureau regarding the budget management integration system,and deeply studied the problems existing in the operation process of W Finance Bureau’s budget management integration.By summarizing and analyzing the existing shortcomings,combining the construction and operation experience of budget management integration in other regions,and starting from both institutional and technical perspectives,this paper proposes suggestions for improvement and optimization to help W Finance Bureau achieve smooth operation of budget management integration.By studying the common problems existing in the integrated operation of budget management in W Finance Bureau,we hope to provide experience for the convergence of various process management systems in the integrated budget management of other regions,districts and counties,and thereby help to improve the grassroots financial budget management system in China.
