Study On Fiscal Revenue And Expenditure Budget Management In Xilinggol

At present,facing the huge financial pressure of Xilin Gol League,only through the powerful hand of budget management of fiscal revenue and expenditure can we constantly innovate and improve the system to optimize the fiscal expenditure structure and improve the efficiency of fund use.This paper aims to improve the budget management system of fiscal revenue and expenditure by reasonably solving many practical problems in the budget management of fiscal revenue and expenditure.Starting from all aspects,the budget management level of Xilin Gol League will be promoted comprehensively to relieve the financial pressure of Xilin Gol League at this stage.So as to improve the efficiency of input and output,promote the sound and rapid development of the local economy and steadily improve the living standards of local residents.By using the method of literature research,the author analyzes the current situation of public financial budget management in Xilin Gol League on the basis of drawing lessons from domestic and foreign experts and scholars' research on public financial budget management,local government debt and " business-to-increase" policy.Then,by using comparative analysis and comparing and analyzing the fiscal revenue and expenditure data of Xilin Gol League in recent years,this paper analyzes the impact of the current decrease in fiscal revenue on the budget management of Xilin Gol League.This paper points out the problems in the following aspects: irregular budget preparation,arbitrary budget execution,imperfect performance evaluation mechanism and inadequate supervision.The causes of the budget management of public finance in Xilin Gol League are studied.Finally,for the reasons of tight budget pressure,unreasonable expenditure structure,imperfect performance management and imperfect supervision mechanism,Drawing on the experience at home and abroad,the new Budget Law and the Party's spirit of the 19 th National Congress,this paper puts forward some countermeasures and suggestions to improve the budget management of public finance revenue and expenditure in Xilin Gol League in such aspects as improving the government budget system,strengthening financial revenue management,optimizing financial expenditure structure,standardizing local government debt management and strengthening budget supervision and management.
