Study On Safety Supervision Of Special Equipment In Y City Economic And Technological Development Zone

With the rapid development of China’s economy and society,special equipment to a certain extent ensures safe production and sustainable economic development,which is of great significance.In recent years,with the rapid growth rate of the total amount of special equipment in the Economic and Technological Development Zone of Y City,and the impact of the epidemic,the difficulty of regulatory technology has increased,and the difficulty of achieving full coverage supervision has increased.The Economic and Technological Development Zone of Y City is located in the Yangtze River Delta region,with a large number of special equipment using enterprises within its jurisdiction.It is particularly important to ensure the scientific and effective supervision of regulatory authorities,ensure the safety of the lives and property of the people of Y City,and maintain good social order and economic stability.This article takes the Economic and Technological Development Zone of Y City as a research case,and uses methods such as literature research,investigation,and comparative research to analyze the current situation and potential problems of special equipment safety supervision.Firstly,this paper expounds the relevant meanings and theories of safety supervision of special equipment,such as accident cause theory,New Public Management theory and multi-agent collaborative governance theory;Secondly,analyze the overall situation of special equipment safety supervision in Y City’s Economic and Technological Development Zone,including the overall situation of special equipment,the quantity and distribution of special equipment,key areas or objects of supervision,and the initial effectiveness of safety supervision;Once again,the problems and reasons in the safety supervision process of Y City’s Economic and Technological Development Zone were pointed out.The author believes that the main problems currently existing in Y City’s Economic and Technological Development Zone include insufficient regulatory power from regulatory units,prominent multi governance phenomenon,need to improve regulatory efficiency and coverage,and inadequate implementation of enterprise safety main responsibilities.The main reasons for the problems include high regulatory threshold and high risks for special equipment The cross departmental joint supervision mechanism is not smooth,the empowerment of information systems is insufficient,and the user units ignore safety supervision.Finally,on the basis of learning and drawing on advanced management models and modern safety supervision theories,while ensuring safety,we will explore regulatory methods that pursue more efficient,economical,and in line with the current development status in the safety supervision of special equipment.This mainly includes strengthening the education and training of regulatory personnel,improving law enforcement levels,strengthening the supervision of inspection and maintenance units,building a solid joint governance system,and improving and expanding the functions of information systems,Innovating supervision models to tighten and compact enterprise safety responsibilities,strengthening risk prevention and control,and effectively improving regulatory efficiency.
