In recent years,with the acceleration of the penetration of e-commerce market into rural areas,rural people began to focus on e-commerce,and the government began to explore the use of e-commerce platform to boost the development of rural collective economy as an innovative channel.Compared with other income increasing channels,e-commerce live broadcasting has low threshold and quick effect,which is an extremely important development approach for rural economic development.For the development of rural economy,Xi Jinping,general secretary of the great attention,he indicates,the rural collective economic development is the development of the party organization is facing a very important task,only constantly to develop collective economy,to promote the rural economic level,can let a well-off society more stable.In this process,the key to the development of rural collective economy lies in how the grass-roots government,as the decision maker and leader,clearly positions itself and plays its role in using the e-commerce platform to boost the development of rural collective economy.Under the new situation,the Party Working Committee of A Sub-district seized on this innovative means and innovatively followed the income increase path of "cooperatives+agriculture" by organizing Party branches at the village level to set up party branch lead cooperatives,association cooperatives,and training farmers’ livestreaming staff,making mobile phones a new farm tool and livestreaming a new driver,and vigorously developing rural collective economy with the help of abundant local agricultural resources.With the cultivation of new e-commerce and new retail as the entry point,Street A actively explores the "live streaming economy",cultivates and expands the live streaming team,and makes live streaming and goods become a new driving force to enhance the vitality of rural collective economy.Taking A street in L City as an example,based on the theory of new public service and the theory of empowerment and empowerment,this paper adopts in-depth interviews and questionnaires to study the role of the government in promoting the development of rural collective economy through e-commerce platforms.In the process of research,street staff,village cadres,enterprise management company staff,people and community staff are selected to prevent the discussion,and the successful experience of A street in using e-commerce platform to promote collective economic development is summarized.According to the interview content,the problems existing in the development process are analyzed.The government’s policies and measures are not perfect,the construction of talent team is weak,and the government’s efforts to help the development of e-commerce platforms are insufficient,which are specifically reflected in the lack of the establishment of the benefit distribution system,the lack of the establishment of the livestreaming supervision mechanism,the low professional degree of e-commerce merchants,the low employment rate of government-trained personnel,the lack of the government’s attention and guidance to the livestreaming traffic,and the lack of expanding the product sales channels.All these problems have hindered the development of rural collective economy to a certain extent.In exploring the causes of the problem,the main focus is on the unscientific play of government functions,serious offside phenomenon,insufficient introduction and cultivation of e-commerce merchants,the government’s insufficient cultivation of e-commerce product development zones,which restricts the government’s use of e-commerce platforms to boost the development of rural collective economy.In view of the above problems and reasons,put forward feasible countermeasures and suggestions.First,clarify government functions and guide diverse participation;Second,cultivate e-commerce talents to drive the development of industry;Third,improve the operation effect of e-commerce products and enhance the competitiveness of enterprises.This paper analyzes the establishment of professional cooperatives and cooperatives in A street to develop live broadcast economy,digs deeply into the problems and causes,tries to use theoretical knowledge to boost practical research,and takes A street as a model to find a road to the development of village collective economy that can be used for reference and promotion.
