| Since the reform and opening up,the voice of the reform of the government’s administrative system has become more and more strong.Under the background of the government’s reform of streamlining administration and delegating power to lower levels,the country has put forward new requirements for the functional transformation of the market supervision system reform.In order to meet the new challenges brought by the new market,build a unified and authoritative regulatory system,change the market failure caused by the establishment of sub-regulatory institutions,and effectively create a safe,stable and orderly socialist market economic order,the Third Plenary Session of the 18th CPC Central Committee was held in 2013,requiring the "establishment of a unified and open market system,Promote the construction of comprehensive market supervision system ",the market supervision system reform officially kicked off.In March 2018,the CPC Central Committee issued the Decision of the CPC Central Committee on Deepening the Reform of Party and State Institutions(hereinafter referred to as the Decision),formally establishing the State Administration for Market Regulation,once again pushing the reform of the market supervision system further.Since the reform nearly 10 years ago,various localities have continuously explored and practiced,and different reform modes and experiences have come out one after another.The reform has achieved remarkable results,but it still faces many challenges.By studying the practice of market supervision system reform in Wuzhong City in the past 7 years,this paper finds that after the reform of market supervision system,Wuzhong City has made remarkable achievements,such as highlighting new progress in ensuring people’s livelihood security and greatly improving the service level of benefiting the people.However,at the same time,Wuzhong City is also faced with difficulties such as relatively weak construction of market supervision team and market supervision capacity to be improved.In-depth analysis of the reasons for the establishment of the regulatory system and the establishment of the regulatory concept,full use of the overall governance theory,new public service theory and other management theories,referring to the reform experience of the market regulatory system in advanced areas of Tianjin and Shenzhen.Combined with the actual situation of Wu Zhong,this paper puts forward the path of optimizing the market supervision system reform from three aspects:strengthening the construction of the market supervision team,improving the market supervision ability and optimizing the market supervision system mode,in order to provide a reliable basis for the next round of market supervision mechanism and system reform. |
