Bidding procurement is a common procurement method.From the perspective of supply chain management,the management contents related to bidding procurement include three interrelated aspects:supplier evaluation,bidding strategy and the connection between procurement and logistics.However,most of the current paper studied these aspects separately.From the perspective of bidding procurement as a whole,this research focus on the optimization of material bidding plan based on supplier evaluation,extends supplier evaluation,and designs the supplier evaluation and classification system,designs the optimization system of bidding plan and puts forward suggestions on supplier management and adjustment of bidding plan.This paper introduces the bidding procurement,supply chain operation mode and logistics mode of Z enterprise.And this paper collects the paid in capital,personnel scale,operation years,TianYanCha score,bidding volume,shortlist,bid winning of suppliers and the market of Z enterprise.Based on the statistical analysis of Z enterprise’s bidding procurement,the bid package division,the evaluation weight,the business scoring and the price scoring of the bidding plan,it is found that the bidding price is significantly related to the package quantity,weight and price scoring formula coefficient.It is found that the problems existing in the bidding procurement of Z enterprises:the evaluation of suppliers depends too much on personal experience,and there is no supplier evaluation and classification system;the formulation and adjustment of enterprise bidding plan is highly subjective.In view of the above problems,ABC classification method is introduced to evaluate the paid in capital,personnel scale,operation years.TianYanCha score,deviation degree between the quotation and the average value,bid rejection rate and bid winning rate.By introducing the idea of two-dimensional classification,suppliers are divided into four categories according to the two dimensions of supplier strength and supply risk,which are named as Ⅰ,Ⅱ,Ⅲ and Ⅳ Suppliers.According to the classification results,judge the characteristics of supplier groups in the market,predict the risks that Z enterprises may face,and put forward targeted classification management plan.Next,according to the correlation between the bidding price of the supplier of Z enterprise and the bidding plan of Z enterprise,the bidding price is taken as one of the bases for the adjustment of the bidding plan.On the basis of sorting and analyzing the cost composition of suppliers,find out the potential influencing factors affecting the bidding price.The copula function is introduced to screen out the strongly related factors as the key influencing factors of the bidding price.Using key influencing factors and various regression prediction methods,the Gradient Boosting Decision Tree(GBDT)method with the highest prediction accuracy is selected to fit and calculate the expected bid price,and the bid price warning system is designed by using the expected bid price.The actual data of Z enterprise is used for risk early warning.According to the warning results and supplier classification results,bidding plan adjustment method including bid package division,evaluation weight,business scoring and price scoring is proposed.The above research can help Z enterprise evaluate and classify suppliers,improve the accuracy and timeliness of enterprise management of suppliers,grasp the characteristics of supplier groups in real time and better select suppliers.The prediction and warning of bidding price can help enterprises accurately grasp the trend of supplier bidding price and reduce price risk.At the same time,it can assist in formulating and adjusting the bidding plan,improve the efficiency of material procurement and improve the core competitiveness of enterprises.This study can also provide a reference for similar enterprises that conduct regular bidding procurement of large-scale equipment or have the same problems as Z enterprise.
