On The Study Of Government Function For The Development Of Changchun City K District Logistic Park

With the vigorous development of China’s economy,the logistics industry has also continued to grow,gradually becoming one of the main influential industries,and has played a great role in promoting the regional economy.In the development of the logistics industry,logistics parks with functions such as warehousing,transportation,trading and management have emerged.The logistics parks play a positive role in reducing transportation costs,promoting industrial transformation and upgrading standardizing operations in the logistics industry.As a key player in economic activities,the government plays a very important role in the development and construction of logistics parks.Governments at all levels at home and abroad have fully realized this and have begun to develop logistics parks.The government of K District of Changchun City also attaches great importance to the construction of the logistics parks.K District has positional and geographical advantages,and possesses many markets and logistic enterprises.It has the foundation for the development of the logistics parks and has made great improvement in recent years,but there are still problems.By collecting a large number of referential documents,conducting interviews and research,and doing case studies,this paper deeply studies the current functions of the government of K District in Changchun for the development of the logistics parks.The government has promoted rapid development of the parks through proper planning of the industrial layout,perfecting necessary elements and introducing measures to create good business environment.But through research,it is found that in the process of government function,in management function,service function,planning function,guiding function still have problems.By learning from the successful experience of Bremen,Germany,Xiaoshan District,Hangzhou City,and Qinhuangdao City in the development of logistics parks,and based on the new public service theory,market failure theory,and industrial agglomeration theory,improve the role of management and improve public services,strengthen the effectiveness of planning and guide the development of logistics park industry.It is expected that Changchun K District Government in the future will better serve the development of logistics parks,expand logistics industry,and enhance regional comprehensive strength,and speed up the construction of modern core area in northern Changchun so as to contribute to the all-round revitalization of Jilin province.
