In recent years,driven by the national support plan for the transformation of shanty towns for six consecutive years,the transformation of villages in cities(shanty towns)has been significantly accelerated,and villages around cities or enclosed by urban builtup areas have been gradually included in the scope of demolition and transformation.On the one hand,the transformation of urban villages has made the villagers get rid of the old,broken,small and dirty living environment,and can fully enjoy the dividends of urban development;On the other hand,the reconstruction of urban villages has withdrawn a large number of construction land,providing construction space for urban industrial development,public supporting facilities,basic education,etc.The urban village reconstruction project has the characteristics of long cycle,many changes and complexity.In addition,the implementation process involves many government departments and supporting policies,and the potential risk factors affecting the project implementation objectives are complex and changeable.This requires managers to have a high ability to identify,evaluate and respond to risk factors.This study took the risk management of M village urban village reconstruction project,which was implemented by social capital investment under the market operation mode of Xi’an,as the research object.Firstly,we sorted out the risk factors that might be faced in the process of project implementation by analyzing the research literature of similar projects and combining the actual work of multiple urban village reconstruction projects.Secondly,experts and practitioners in the urban village reconstruction industry were invited to further screen risk factors.Five categories with greater impacts were then obtained,including finance,policy environment,construction period delay,project quality,and compensation for demolition and resettlement.Besides,fifteen corresponding secondary impact factors were also gained.Finally,the overall risk degree of the project and the importance ranking of the main risk factors were acquired by using the analytic hierarchy process and the fuzzy comprehensive evaluation method.In response to the research results with relatively high comprehensive risk score,we used the project risk control management theory to propose targeted preventive measures for the main risk factors faced by the project implementation.It then provided guidance to ensure the high-quality and efficient implementation of the M village urban village reconstruction project to achieve the expected goals.
