Research On Operating Performance Evaluation Of Listed Power Generation Companies Based On DEA Model

As a pillar industry supporting national economic development and ensuring people’s living standards,power generation industry is an important cornerstone of socialist modernization.Listed power generation companies account for nearly 15% of the list of central enterprises newly released by SASAC.Therefore,a reasonable evaluation of the operating performance of the power generation industry is conducive to improving the competitiveness of state-owned enterprises,especially central enterprises,ensuring the stable supply of basic energy and maintaining and increasing the value of state-owned assets.However,there are some problems in the current business performance evaluation of power generation industry,such as the lack of professional business performance evaluation personnel,the lack of comprehensiveness of the system,the lack of objectivity of evaluation methods and so on.Therefore,the construction of a business performance evaluation system suitable for the operation status of listed power generation enterprises can help enterprises find out and make up deficiencies in time,solve business shortcomings and improve their competitiveness to adapt to the reform of power system.Taking the new round of power system reform as the policy background,on the basis of summarizing the current situation and problems of operation performance evaluation of power generation listed companies,combined with the operation and management characteristics of power generation industry,a set of input-output index system suitable for operation performance evaluation of power generation listed companies is constructed based on DEA model.Take Da Tang Power Generation as an example,select the other 40 A-share power generation listed companies as a reference to evaluate the operating performance of Da Tang Power Generation from 2016 to 2020,compare the operating performance with the other 40 power generation listed companies,help enterprises clarify their positioning in the industry through analysis and research,and provide specific direction and technical path for the improvement of operating efficiency of Da Tang Power generation.Through the research,the following two conclusions are drawn: first,the overall operating efficiency of Da Tang Power generation is generally performed in power generation listed companies,and the poor operating efficiency is mainly caused by the lack of pure technical efficiency.Second,from 2016 to 2020,the total factor productivity of Da Tang Power Generation showed a positive change trend,and the overall operating efficiency of the power generation industry also showed a progressive trend,indicating that the listed power generation companies have a certain effect on improving their operating performance under the environment of power system reform.The innovations are as follows:(1)combined with the production and operation characteristics of power generation listed companies,DEA method is introduced to build an operation performance evaluation system based on the perspective of input-output,which makes a theoretical supplement to the performance evaluation system that only focuses on output.(2)Through the empirical analysis of static and dynamic comparison,we can not only evaluate the business performance of Da Tang Power Generation,but also carry out peer benchmarking to study the position of the business performance level of Da Tang Power Generation in the listed companies of the whole power generation industry.(3)For enterprises with ineffective business performance,this method can calculate the improvement proportion of investment indicators through projection analysis.
