In recent years,the market openness of China’s telecommunications industry has increased significantly,and the competition among telecommunications companies has become increasingly fierce.Cost control has become an effective way for companies to compete with each other.And procurement activities as the starting point of business activities of telecom operators,procurement cost has become an important part of cost control.Will telecom enterprise procurement is in the operations of the project cost control research,aiming at the cost of purchasing in the operations of the project control,not only for telecommunications enterprises a considerable profit,at the same time the enterprise purchasing decision,procurement,quality assurance,project management and supply chain various kinds of operations of the project are plays a very important influence.Based on the cost control theory and value engineering theory,this paper studies the procurement cost control in the operation and maintenance of engineering projects of B Company.Through studying the status quo of procurement cost control in the operation and maintenance of engineering projects of B Telecom Company,the key to cost control is to reduce the procurement cost of equipment.Based on value engineering to the purchase of equipment and application value for the object of research,defines the value of equipment procurement is a common influence decision function and the cost of equipment,the fuzzy evaluation method,ahp method and function of the advanced nature of the function of the equipment,quality,reliability,cycle maintenance and disposal of the convenience of the quantization process,covers the entire life cycle cost of purchasing,On this basis,the procurement cost control system of telecom enterprise project operation and maintenance is constructed.Through the analysis of equipment procurement cases,the functions of the equipment are classified and weighted according to the importance,so that the functions of the equipment have the characteristics of calculation and analysis.Then the function coefficient method is used to calculate the value coefficient of the purchased equipment and demonstrate the equipment with the most purchase value.Then use the function coefficient method to calculate the value coefficient of procurement equipment,demonstrate the most procurement value of equipment,combined with the actual development of cost reduction procurement scheme.The practice proves that the control system of procurement cost in the operation and maintenance of engineering projects based on value engineering successfully reduces the procurement cost and balances the performance of procurement equipment.The conclusion is that the procurement cost control system based on value engineering is meaningful to the procurement management of equipment,and can guide the procurement cost control work in the operation and maintenance of engineering projects of telecom enterprises,and improve the economic benefits of telecom enterprises.In the optimization of procurement scheme,cost control is achieved by reducing a few functions and greatly reducing costs by affecting the functions and costs of equipment.It is suggested that telecom enterprises should balance the relationship between equipment function and cost to reduce procurement cost and realize cost control when purchasing project operation and maintenance stage.The application of value engineering method not only improves the management efficiency of procurement in the operation and maintenance of engineering projects of telecom enterprises,but also provides clear decision-making ideas for the cost control of procurement in the operation and maintenance of engineering projects of telecom enterprises.
