In recent years,the government has continued to increase support and standardization for the rare earth industry,leading the industry to achieve quality improvement and promoting supply-side structural reforms.The Ministry of Industry and Information Technology and other relevant units jointly launched a crackdown on rare earth illegal acts,established a special expert group to rectify the bad environment of the industry,and then played an assisting role in research fields such as production technology consulting and financial information.This is based,Design a scientific performance evaluation system to objectively evaluate the perfor-mance of rare earth enterprises is a very important thing.Combined with the relevant research results,this thiesis studies the theoretical knowledge and key literature related to Economic Value Added(EVA)and Balanced Scorecard(BSC)in detail.Collected the relevant data of Northern Rare Earth as a sample,conducted interviews with Northern Rare Earth Company and collected relevant internal data,so as to have a profound understanding of the strategic goal of Northern Rare Earth,and to solve it.It analyzes whether the relevant theories of EVA and BSC are feasible to integrate,thus building a set of enterprise performance evaluation system found on the assessment of EVA and BSC with Northern rare earth characteristics,and applying it to the case company.In the process of construction,this paper innovative introduces the concept of "user dimension".Other monetary measures and non-monetary measures,they are thought in line with the strategic sub-goals of each dimension.After,Data were obtained to calculate the indicators and results of the questionnaire,Scientific and reasonable analysis of the actual value of indicators.In order to further ensure the stable implementation of the framework,The Analytic Hierarchy Process(AHP)would be used in this paper,determining the indicators’ the size and weight of,and obtains the calculation results based on the combination of the standard value of the performance indicators of the rare earth industry and expert scores,and then scores each indicator.A new EVA-BSC performance evaluation system will be used Through used it in the case company by Northern Rare Earth Company,it is concluded that it is feasible to combine EVA and BSC in the case company,This will be a improve for the overall performance management level,and a improve for the enterprise strategy.The management mechanism,the realization of shareholder value,and the reduction of agency costs play an important role,and various results will be of great benefit to the healthy development of the entire industry.
