After the reform and opening up,China has entered a period of rapid development of urbanization and industrialization.In the limited land space,the contradictions and conflicts between people and land,development and protection,development and stability are becoming increasingly acute.In order to coordinate various development,protection and construction activities in China’s land space and promote green and sustainable high-quality development,the CPC Central Committee and the State Council have established a land space planning system,and clearly put forward in a series of central documents that the scientific layout of ecological space,agricultural space and urban construction space should be based on the evaluation of resource and environment carrying capacity and land space suitability("double evaluation").It can be seen that the Land Spatial Suitability Evaluation(suitability evaluation)plays an important role in guiding the delimitation,organic connection and cross-scale transmission of "three areas and three lines",dynamic monitoring of planning at all levels and scientific evaluation of the effectiveness of planning implementation.Suitability evaluation has become an indispensable organic component of China’s land spatial planning system and process at this stage.However,the previous research on suitability evaluation mostly focuses on the scale of large regions,and there are few suitability evaluation specifically aimed at counties and transmitted to towns and villages across scales.The mechanism of how to use the results of suitability evaluation to divide the leading functions of spatial development at the town and village level needs to be clarified.On the basis of summarizing previous studies,from the perspective of regional function theory and land use optimal allocation theory,and based on the professional technical documents such as the "technical guide for double evaluation" recently released by the Ministry of natural resources,this paper discusses the suitability evaluation method of land and space development for village and town construction at the county scale.The case area selected in this paper is Jinping County,Guizhou Province,a typical mountainous and hilly city located in Yunnan Guizhou Plateau.Through the preliminary study and judgment of the construction characteristics of towns and villages,natural resource endowment,socio-economic situation and the current situation of land and space development in Jinping County,an ecological protection importance evaluation system integrating ecological importance and vulnerability and an urban construction and agricultural production suitability evaluation system with slope,soil texture and water environment capacity as the main limiting factors are established respectively.On the basis of completing the suitability evaluation,divide the land space of Jinping County into three types: ecology,agriculture and construction,and reduce the scale to identify the leading functions of village scale land space.The specific research results and conclusions of this paper are as follows:(1)The research shows that suitability evaluation can clarify the development direction of land space to a certain extent and identify the contradictions and conflicts among construction,agriculture and ecological protection.On this basis,this paper selects Jinping County,Guizhou Province as the empirical research object,constructs the suitability evaluation system of land and space development at the county level,and completes the suitability evaluation from the perspectives of ecology,agriculture and urban construction.On this basis,it is divided into three types of land space.Through comprehensive analysis,the ecological space of Jinping County is 106129.22 hectares,accounting for 65.55% of the total land area,which is widely distributed in various towns and townships,and generally presents the distribution characteristics of more in the northwest and lower in the Southeast;The total agricultural space of Jinping County is45535.18 hectares,accounting for 28.12% of the total land area,mainly distributed in low mountains,plains and other topographic areas;The total urban space of Jinping County is10252.21 hectares,accounting for 6.33% of the total land area.It is mainly distributed in the north and southeast of Jinping County,where the terrain is relatively flat and wide.(2)Using the combination of GIS spatial superposition analysis and K-means cluster analysis,the dominant functions of land space at the village level of Jinping County are identified.The ecological protection functional area of Jinping County totals 71099.11 hectares,accounting for 43.91% of the total land area,involving 85 administrative villages,accounting for 44.04% of the number of administrative villages in the county;The planting development functional area totals 27617.64 hectares,accounting for17.06% of the total land area,involving 34 administrative villages,accounting for 17.62%of the number of administrative villages in the county;The central agglomeration of key functional areas totals 16708.91 hectares,accounting for 10.32% of the total land area,involving two administrative villages,accounting for 10.88% of the number of administrative villages in the county;The ecological agriculture development functional area totals 46489.93 hectares,accounting for 28.71% of the total land area,involving 53 administrative villages,accounting for 27.46% of the number of administrative villages in the county.(3)Combined with the resource endowment and functional orientation of each functional area,this paper puts forward targeted zoning optimization strategies from the aspects of spatial layout,structural optimization and development path: the development of ecological protection functional area focuses on ecological protection,integration of scenic villages and integrated development of cultural and tourism industry.Villages in the ecological protection functional area need to strengthen the protection of natural ecological landscape resources such as wetlands,lakes and mountains,carry out ecological restoration projects,constantly improve the value of ecological landscape,and prohibit development activities that damage the ecological environment;The agricultural intensive,large-scale and mechanized development should be taken as the main measures of rural development in the planting development functional area,further build high-standard basic farmland on the existing basis,strengthen the comprehensive improvement of agricultural land production systems such as ditches,farmland,shelter forests and agricultural production roads,constantly optimize agricultural production conditions and improve the degree of large-scale agricultural production;The development functional area of ecological agriculture needs to focus on promoting the industry of "ecology + agriculture" and scientifically build a compound space of ecological agriculture.In terms of industrial development,in response to the Rural Revitalization strategic plan of Jinping County,promote the planting of Auricularia auricula and traditional Chinese medicine under the forest,ecological tea in middle and low mountains,high-quality fruit industry,and vigorously develop mountain characteristic agriculture such as ecological agriculture and mixed agriculture and forestry.;The central agglomeration of key functional areas should continuously improve the utilization efficiency and efficiency of construction land,reasonably optimize and layout living space,continuously improve the utilization efficiency and efficiency of township land,and promote the further agglomeration of population,industry and other factors.This study can not only provide case support for the application and improvement of the current technical regulations for suitability evaluation of land and space development at the county level,but also provide reference basis for Jinping County to prepare township level land and space planning and practical village planning,and promote the construction of five-level,three categories and four systems of land and space planning.
