Trade Facilitation、Economic Policy Uncertainty And Agricultural Export Competitiveness

With the increasing international cooperation,global competition in agricultural products is becoming more and more intense,so how to improve the competitiveness of agricultural exports has become a widespread concern in academic circles.Since the Trade Facilitation Agreement came into force in 2014,countries have actively participated in it,and by continuously improving trade facilitation,the trade costs of countries can be reduced to eventually enhance the competitiveness of exported agricultural products.However,with the U.S.subprime mortgage crisis that broke out in 2008,the subsequent "Brexit" event of the United Kingdom and the outbreak of the global new crown pneumonia epidemic,the economic policy uncertainty of various countries has been strengthened.Therefore,in the context of the deepening uncertainty of the current economic policy,the impact of trade facilitation on the competitiveness of agricultural exports is an important topic that needs to be discussed urgently.This paper firstly sorts out the relevant literature on trade facilitation,economic policy uncertainty and export competitiveness;secondly,it calculates and analyzes the annual trade facilitation index and economic policy uncertainty index of the sample countries during the sample period;then,through the agricultural product export data from 2008 to2019,the agricultural product export technical complexity index of 20 major agricultural product exporting countries was calculated to measure the export competitiveness of agricultural products,analyze the changing trends of various countries,and further analyze my country’s trade facilitation level and economic policy uncertainty.and the development status of agricultural export competitiveness,to understand the gap between my country and other countries;finally,combined with the empirical evidence of developed and developing countries,to improve my country’s trade facilitation level,ease economic policy uncertainty and enhance agricultural exports Competitiveness makes effective policy recommendations.The empirical results show that(1)the improvement of trade facilitation level can significantly improve the competitiveness of exported agricultural products;(2)economic policy uncertainty can significantly weaken the positive effect of the improvement of trade facilitation level on the competitiveness of agricultural exports.Based on the findings of the study,this paper proposes policy recommendations such as vigorously improving the Internet coverage rate and promoting e-commerce development;improving customs efficiency and strengthening infrastructure construction;increasing efforts to train agricultural workers and comprehensively improving human capital level;Give full play to the leading effect of leading enterprises and encourage agriculture-related enterprises to actively "go global";strengthening institutional environment construction to alleviate the pressure of deepening economic policy uncertainty;strengthening international cooperation to weaken the negative impact of economic policy uncertainty,etc,so as to finally achieve the goal of improving China’s The main innovation of this paper lies in the use of the human capital level to improve the competitiveness of agricultural products.The main innovation of this paper is to evaluate the competitiveness of agricultural exports by using the index of export technical complexity,and to explore the impact of trade facilitation on the competitiveness of agricultural exports from the perspective of economic policy uncertainty,so as to provide effective policy suggestions for further improving the competitiveness of agricultural exports.It is not possible to analyze all countries comprehensively.
