Study On The Impact Of Producer Services Agglomeration On High-Quality Economic Development

With economic development and scientific and technological progress,China’s economy has gradually transitioned to a new normal of focusing on structure and quality,and the service industry has gradually replaced industry as the pillar industry of economic and social development."Outline of the Fourteenth Five-year Plan" program from the producer services,consumer services,services in three aspects of reform and opening-up,clearly put forward to build high quality,structure optimization,the new system of competitive service industry,at the same time to service manufacturing high quality development as the guidance,to promote producer services to the professional and value chain extension.As a sector providing services for the manufacturing industry,producer services not only gather new drivers of economic growth,but also become an important way to drive employment,optimize the industrial structure,achieve high-quality development and make the country rich and the people strong.Urban agglomeration,as the most developed core area of national strategic development,is an important carrier of producer services development.Therefore,this paper takes producer services in the Beijing-Tianjin-Hebei region,the Yangtze River Delta and the Pearl River Delta as the research object,and empirically analyzes the impact of producer services agglomeration on the high-quality development of urban economy from two aspects: overall and industry segmentation.Firstly,this paper systematically combs the studies of domestic and foreign scholars on agglomeration of producer services,clarifies the relevant definition and classification of producer services,the impact path of agglomeration of producer services on highquality economic development,and measures and methods of agglomeration level of producer services and high-quality economic development level.Based on the data of 285 cities at the municipal level from 2004 to 2019,the average cluster level of producer services in the three major urban agglomerations and 285 cities in China is calculated and compared with the average cluster level of producer services in The Beijing-TianjinHebei region,Yangtze River Delta,Pearl River Delta and the whole country.In addition,based on the panel data of 49 prefecture-level cities in the three urban agglomerations,a comprehensive evaluation system of urban economic development was constructed,including economic benefit,social benefit and resource and environmental benefit,to measure and compare the high-quality development status of cities.Secondly,the spatial Dubin model is used to empirically analyze the impact of producer services agglomeration on high-quality economic development in three major urban agglomerations from two levels of aggregate and industry segmentation.The results show that the total increase of producer services significantly promotes the highquality development of regional economy,but the negative spillover effect is obvious.The beijing-Tianjin-Hebei region has the smallest local economic effect and the largest negative spillover effect,while the Pearl River Delta region has the opposite effect.Human capital is the key factor to promote producer services to improve the high-quality development of urban economy.The agglomeration level of financial industry,business service industry and science and technology service industry significantly promoted the local economic development of the three urban agglomerations,but there was a negative spillover.The development of logistics industry promotes the local economy in the Yangtze River Delta and the Pearl River Delta,and the agglomeration of information service industry has a positive effect only in the Yangtze River Delta.The agglomeration of s&T service industry in Beijing-Tianjin-Hebei and Pearl River Delta region has significant local effect and spillover effect.Finally,a summary is made and policy suggestions are put forward based on the research results of this paper,which mainly include: First,The Beijing-Tianjin-Hebei region should continue to weaken Beijing’s non-capital functions and coordinate development.At the same time,the concentration level of financial industry,science and technology service industry and logistics industry will be improved,and the role of talents and the driving role of surrounding areas will be effectively brought into play.Second,the Yangtze River Delta urban agglomeration should further optimize the industrial structure,guide the cultivation and development of scientific and technological innovation ability,and realize the comprehensive and integrated development.Third,the Pearl River Delta region should continue to give full play to its regional advantages and radiate its surrounding cities by further enhancing its independent innovation capacity.Fourth,explore and improve high-quality talent sharing platforms and mechanisms,improve the efficiency of talent use,and further give play to talent advantages.Fifth,balance and coordinate administrative division and economic division,improve regional cooperation mechanism,improve the benign pattern of regional competition and cooperation development,and enhance the overall competitiveness.
