Energy efficiency retrofitting of existing residential buildings is an important initiative to reduce building energy consumption and achieve the goal of energy conservation and emission reduction.However,the characteristics of large initial investment and long payback period of energy-saving retrofit projects hinder their development.Under the current situation of mandatory building energy retrofitting in China,scientific evaluation of the benefits of energy-saving retrofitting projects in existing residential buildings can identify the problems existing in the current energy-saving retrofit,guide the decision-making and implementation of subsequent building energy-saving retrofitting projects,and further promote the energy-saving retrofitting of existing residential buildings in China.In view of the characteristics of energy-saving renovation of existing residential buildings,the suitability with value engineering ideas is discussed,and the basic idea of using value engineering theoretical ideas to evaluate the benefits of energy-saving renovation of existing residential buildings is proposed.Based on an in-depth analysis of the connotation of functional and cost indicators for the evaluation of energy efficiency retrofitting,an energy efficiency retrofitting evaluation index system containing two subsystems of function and cost was constructed by combining expert survey method and statistical analysis method.The Best-Worst Method(BWM),which is highly reliable and easy to calculate,is used to determine the weights of each index.Considering the fuzzy nature of energy-saving renovation benefit evaluation activities and the inaccessibility of benefit information,the fuzzy comprehensive evaluation is applied to achieve quantitative integration of evaluation information and obtain the functional and cost coefficients of energy-saving renovation.The value coefficients of energy-saving renovation benefits were obtained by bringing them into the basic formula of value engineering to achieve a comprehensive evaluation of the benefits of energy-saving renovation of existing residential buildings.Finally,the accuracy and applicability of the evaluation system were verified in the context of an existing residential building energy efficiency retrofitting project in Qingdao.At the same time,the evaluation results were used to propose targeted countermeasures and suggestions to promote the healthy and orderly development of energy-saving renovation of existing residential buildings.
