In recent years,the State Grid Corporation of China has invested a lot of funds in the substation construction project.The construction scale of the substation is expanding,the scope is more extensive,and the technical standards are gradually improved.Substation construction projects usually have high capital investment,long construction cycle,difficult construction and difficult safety control.There may be many unknown risk factors during construction.If not controlled properly,it will not only affect the construction period,but even cause serious losses to the production.Therefore,it is particularly important to do a good job of risk management in the process of substation project construction.Taking the 110 kV new substation project in the WFG area as the research object,the expert investigation method,the initial list method,the checklist method and other methods are used to construct a risk assessment index system with rich layers;Evaluation model;then use the expert survey method to obtain project risk evaluation data,and use the established model to evaluate the risks in the project.After obtaining the evaluation results,analyze the actual risk status of the project and propose targeted risk prevention measures.The 110 kV substation project in the WFG area mainly covers five first-level risk indicators: personnel,technology,materials,machinery and equipment,and the environment.After decomposition,seventeen secondary risk indicators were obtained.The evaluation results obtained by applying the fuzzy comprehensive evaluation model show that the 110 kV substation project in the WFG area has “general risks”,that is,its construction is feasible,but it is necessary to strengthen risk management and control,especially to strengthen the management and control of key risk factors.Based on the results of risk assessment,it has put forward targeted countermeasures such as increasing management coordination and revising natural disaster plans,and put forward safeguard measures at the levels of personnel,concepts,and systems to ensure that all countermeasures can be effectively implemented.
