Research On Green GDP Accounting System In ChongQing

One of the key indicators involved in the investigation of macro-economy is the Gross Regional Product(GDP),which is a general indicator to measure the overall state of the national and regional economy.However,there are still corresponding deficiencies in the current national economic accounting system,and the environmental and resource losses caused by production are not taken into account,Therefore,the cost of resources and environment caused by economic development cannot be reflected as a whole,let alone the benefits formed by the improvement of ecological environment quality.From the perspective of resources and environment,based on the traditional national accounting system,this paper constructs China’s green GDP accounting system,introduces relevant indicators such as the value of natural resource consumption,the value of environmental quality degradation and the value of ecological benefit improvement,and gives an example for Chongqing to illustrate that the green GDP formed in 2018-2020 can be calculated.The conclusions can be referred to as follows:1.After analyzing the overall composition of Chongqing’s green GDP,it can be seen that the value cost of natural resource consumption in Chongqing was 476.9338 million yuan in 2018,and increased to 686.9152 million yuan in 2020.Generally speaking,the trend is first rising and then decreasing.In the early stage of development,water resources are the key consumption reduction factor of natural resources,and in the later stage,they become energy mineral resources;Based on the analysis of the value cost of environmental quality degradation,the specific value in2018 was 214069200 yuan,which rose to 356048100 yuan in 2019.The corresponding trend also increased first and then decreased,and decreased to17005100 yuan in 2020.The trend is decreasing.The key reason is that the area of new afforestation has become less.2.According to the analysis of Chongqing’s green GDP,its value was 1838.889 billion yuan in 2018,and it will become 211.12 billion yuan in 2020.Compared with the traditional GDP,the green GDP has the same growth index.In 2018,the actual ratio of green GDP / GDP in Chongqing was 90.30%,and it will become 89.44% in2020,a slight decrease.3.Based on the analysis of the actual changes of green GDP in Chongqing,it can be seen that there are still many problems in the process of economic development,including serious ecological damage,structural environmental pollution,imbalance of economic and industrial structure and so on.According to these problems,this paper gives reasonable suggestions,including the further optimization of the municipal green national economic accounting system and the optimization and upgrading of the economic and industrial structure.Reveal the overall green development of Chongqing and further show the future prospect of green development in Chongqing.
