Research On Policy Of Scientific And Technological Small And Medium-sized Enterprises In Yantai Development Zone

In recent years,a number of scientific and technological enterprises grow rapidly,especially the small and medium enterprises grow fast, but many of them have not adhered to the last. Some scholars have found that more than 10 million small and medium-sized enterprises registered in China each year, but more than 100000 of them disappeared. More than 60% enterprises survived less 5 years,and more than 85% enterprises will disappear in 10 years, the average life expectancy of small and medium-sized enterprises is less 3 years. In the process of development, the government has given strong support and help, which has created favorable conditions for the development of small and medium sized enterprises in science and technology, but there are still a lot of things to be done.Yantai Development Zone as the first batch of state-level development zones, ranked the top six. It has got great achievements in implementation of the policy and supporting small and medium enterprises, especially in the development of SME, but currently facing new problems and challenges. At the end of last year, the number of region's total SME was more than 200. It increased nearly 2 times compared with the number of the end of "11th Five-Year", but the demonstration enterprise is not much, a lot of growth enterprises due to the lack of investment, financing and other issues, and often disappeared as the broad-leaved epiphyllum flower briefly. It is the fault of the companies, but also the government policy help is not enough. The study is better to deal with these issues, face and solve these problems from the perspective of government.The logical structure of this paper is based on the idea of proposing the problem,analyzing the problem and solving the problem. First the relevant theoretical basis of SME development policies is shown, second give an analysis of status and problems for the development policy of SME in Yantai Development Zone. On the basis of this, we found some good ideas in China and abroad to promote SME development policy, and finally give advices to improve the policy of SME in Yantai Development Zone, including the development of science and technology support policies, improving the fiscal support policies,improving the financial support policies.To study the SME development policies, it will be better for the small and medium-sized enterprises in the development zone to provide the necessary help to boost its development,but also provide a reference for the research and development of small and medium-sized enterprises in other areas of science and technology policy.
