Research On The Coordinated Economic Development Of Harbin And Qiqiha

At present,my country’s economic development has shifted from high-speed growth to high-quality development.The coordinated development of regional economy has become a new trend in economic development in the context of today’s post-epidemic era,and it is also an important requirement for my country’s economic transformation.To promote the healthy and steady development of the economy,it is necessary to strengthen the coordination and cooperation between regions,so as to achieve high-quality development of the regional economy;mutual benefit and win-win results between regions,free flow of resource elements,interaction and organic combination of various subsystems,and finally forming a unified goal.General Secretary Xi Jinping proposed at the fifth meeting of the Central Finance and Economics Committee that based on objective facts,we should give full play to the comparative advantages of regions,promote the high concentration of advantageous resources,the free circulation of factors,enhance the ability of innovation and development,and continuously stimulate the radiating and leading role of central cities.As an important node city in the comprehensive revitalization of the Northeast,Harbin and Qiqihar can only keep up with the pace of high-quality economic development by changing their own development models.According to their own objective differences,give full play to their own advantages,reduce malicious competition between regions,break down barriers to economic development,and high-quality development has become a new development pattern with complementary advantages.This paper is mainly based on the theory of comparative advantage and gradient transfer theory,guided by the new economic policy,adheres to the principle of mutual benefit,handles the orderliness of various subsystems in the region,and explores a new pattern of regional synergy.From the perspective of urban agglomeration and regional integration,the coordinated development of cities is further defined,based on the theory of division of labor,resource endowment theory,gradient transfer and other theories to pave the way for the next path analysis.It can be seen from the theory that only by making good use of regional comparative advantages,continuously promoting the free flow of factors,and optimizing the allocation of factors,can regional coordinated and highquality development be improved.From the perspective of the coordinated development of regional economy at home and abroad,it analyzes and summarizes the reasons for the synergy in five aspects and its development advantages,and lays the groundwork for the study of the basic conditions of Harbin and Qiqihar synergy.First,through the analysis of the economic synergy between Harbin and Qiqihar,we can see that the establishment of a one-or two-hour traffic circle and the Harbin-Qiqihar Industrial Corridor represents the initial formation of a spatial pattern;the formation of the high-speed rail economic circle and the addition of highways enable traffic to be interconnected;green food processing Industry,equipment manufacturing and eco-tourism industries have obvious advantages;the central and provincial governments provide policy support for the coordinated development of Harbin and Qiqihar.Secondly,the urgent need of Heilongjiang Province and the choice of development strategy of Heilongjiang Province prove the necessity of coordinated development.On the synergy path,five synergy paths of planning synergy,innovation synergy,industry synergy,transportation synergy and policy synergy are summarized.Finally,from the three levels of the central government,the provincial government and the local government,it puts forward countermeasures and suggestions to promote the coordinated economic development of Harbin and Qiqihar: the central government should improve fiscal preferential policies,improve the benefit compensation mechanism,reform the assessment mechanism,and stimulate synergy;The government should promote policy commonality,accelerate industry-city linkage,jointly build innovation platforms and improve the construction of transportation facilities;local governments should strengthen market integration,jointly promote the level of entrepreneurship and innovation,strive to build the integration of production,education and research,and jointly build "industry brains" and talents.Sharing,promoting exchanges between talents,mutually beneficial cooperation in industries,and creating digital industries.
